will be received by the municipality of Hampton ("Hampton") until 2:00 p.m. (ADT), on September 26, 2024, for the weekly collection and disposal of residential solid waste (domestic garbage and compost) including items in Hampton - Wards 1 and 3 to the Fundy Region Solid Waste Commission facility (known as the Crane Mountain Landfill), located at 10 Crane Mountain Road, Saint John, NB. The contract will be in effect from the 1st day of January, 2025 to the 31st day of December, 2027 and will be
signed for the same period of time.
Proposals must also be clearly marked on the outside of the envelope with the proposal number ("HAM- PW-2024-03"), the proposal closing date, and the following: "REQUEST FOR PROPOSAL FOR RESIDENITAL SOLID WASTE COLLECTION AND DISPOSAL SERVICES - HAMPTON WARDS 1 AND 3". Proposals can be hand delivered or mailed to the above address. Envelopes that are not clearly marked as per above will not be accepted.
Proposal documents and specifications are available from the Clerk at Hampton Town Hall, 648 Main Street, Hampton, New Brunswick.
Proposals will be opened publicly in the Hampton Council Chambers, 648 Main Street, Hampton immediately following the closing time for receipt of proposals.
Payment for services will be processed within 30 days upon receipt of invoices for the previous month's services.
A copy of vehicle registration, current motor vehicle inspection papers, proof of motor vehicle public liability insurance, and comprehensive general liability insurance; each insurance of not less than two million dollars ($2,000,000.00) per occurrence, must be supplied to Hampton within fourteen (14) days after notification of award in a form satisfactory to Hampton.
Until a final determination of the number of households is mutually agreed to by the bidder and Hampton, those submitting a bid should use two thousand one hundred and fifty-three (2153) as the number of households.
The Contractor must keep a regular schedule, including the time of day and ensure that the regular collection is completed on the same scheduled day during regular pick-ups of residential solid waste. The Contractor will adhere to the collection schedules already established in the designated areas unless otherwise agreed to by Hampton.
The Contractor may utilize a fuel cost adjustment provision due to fluctuating market prices. The fuel cost adjustment may be applied if the difference between the contract Base Price for the applicable fuel (diesel or gasoline) and the Actual Price (calculated using the monthly average of the New Brunswick Energy and Utilities Board's (NBEUB) weekly posted prices for the applicable fuel type, plus HST) is greater than 10%, for any invoicing period (a surcharge or credit may be applied to the
monthly invoice).
The Contractor must have equipment that is satisfactory to Hampton, to fulfill the terms of the contract. The Contractor must be equipped with the proper equipment and have immediate access to spare equipment in the event of a breakdown of their equipment to do the solid waste collection on all public and private roads\streets\lanes\highways within the proposal areas.
Hampton shall, at its own expense, supply a garbage cart to each household for the collection of non-compostable solid waste. Compost carts will be supplied by the Fundy Regional Service Commission. The Contractor will be required to assemble and deliver garbage carts to the residents of Ward 1 and to assemble and deliver garbage and compost carts (including companion kitchen bins) to the residents of Ward 3. Information notices to residents will also be provided by Hampton to be included with
the carts at time of delivery. Each garbage and compost cart is labeled with a tracking number for identification purposes. The Contractor will be required to record the cart number(s) along with the corresponding civic address where they are delivered and provide such information to Hampton. Delivery of carts will be coordinated with Hampton and must be completed prior to the commencement of the contract. The Contractor will be required to repair these carts as necessary, with replacement parts
for garbage carts to b
e supplied by Hampton. The Fundy Regional Service Commission will coordinate repair of compost carts.
During regular bi-weekly collection the Contractor shall only pick up non-compostable solid waste that is placed in the garbage cart supplied to each household by Hampton, Additional paper leaf bags and compostable yard waste bags may be placed next to the compost cart and shall be picked up by the Contractor during regular compost collection.
If you are the successful bidder, it will be necessary for you to execute an Agreement in the form of the attached Proposed Agreement for Residential Waste Collection and Disposal Services for Hampton - Wards 1 and 3, including appendix "A", and to replace your certified cheque with a performance bond in the amount of 10% of the total proposal price including HST.
