The National Capital Commission (NCC) has hired Pomerleau Inc. to provide Construction Management (CM) services for its construction program of work across the National Capital Region (in both provinces of Ontario and Quebec) for a duration of two years. (Additional years of service may be authorized by the NCC/CCN through contract options) The NCC’s construction budget for this initial term is approximately $100M.
The objective of this Request for Qualification is to receive and assess submissions from interested Trade Partners for the purposes of pre-qualifying potential tenderers. It is the CM’s objective to provide an opportunity to the selected Trade Partners to be part of a selected group, specialized in their field of expertise, that will be permitted to provide bid pricing for the execution and delivery of NCC’s construction projects across the National Capital Region.
The intent of this RFQ is create a pool of qualified subcontractors and suppliers, that the CM may solicit pricing from, who are competent and capable and have the required experience of carrying out the work of various projects within the National Capital Region in either the provinces of Ontario, Quebec, or both.
As the CM, once bid packages are ready for tender, we will competitively solicit the work of the various projects complete with specific tender packages through a procurement process that is open, fair and transparent by drawing from this pre-qualified pool.
The pre-qualified pool of trade partners for each tender package of a specific project will be selected depending on the project’s schedule, scope, location, security requirements, size (estimated value), etc. as required by the contract.
Applicants will be evaluated according to the criteria described in this pre-qualification and this list will be used to solicit tenders. Trade Partners who have not bid (after accepting to bid) on three (3) consecutive projects after being invited by the CM, or who have not satisfied the CM’s performance requirements will be removed from the Prequalified List and placed on a stand-by list.
