REQUEST FOR PROPOSALS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 80083/Health and Safety Management Consulting Services (2018-2020)
The Request for Proposal Documents for Contract No 80083 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $25.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are $2.00 per request for proposals and $0.12 per page for automatic email delivery.
The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: proposal that represents the best overall value.
The deadline for the receipt of proposals is May 14 18th, 2018 at 3:00 p.m.
Please fill the “Technical Offer” (Section 4) and “Financial Offer” (Section 5) forms as outlined in the “Instructions to Consultants” (Section 2).
Please return five (5) copies of your technical offer including one (1) original, one (1) unbound copy and one (1) digital copy on USB key and also three (3) copies of your financial offer including one (1) original and one (1) unbound copy in two (2) separate envelopes, which shall be sealed and marked “Technical Offer” and “Financial Offer”, and on which the labels provided by the Owner for that purpose shall be affixed, at the address below, which is the only address for the receipt of proposals.

No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope. The Owner, however, will not penalize the proponent whose proposal is received after the closing date and time if the delay is attributable solely to the Owner.
This Contract generally consists in the provision of health and safety management consulting services in connection with the Owner’s construction work and work thereof related to operations, maintenance, inspection, engineering, environment and other (hereinafter referred to as the “Owner’s Work”) to be carried out in 2018-2019 and 2019-2020 on the Jacques Cartier Bridge, the Champlain Bridge, the Champlain Bridge Ice Control Structure, the federal portion of both the Bonaventure Expressway and the Honoré Mercier Bridge, the Île des Soeurs Bypass Bridge and the Melocheville Tunnel, as well as on the approaches thereto. The Consultant shall further provide consulting services in support to the development of audit and inspection protocols and of the occupational health and safety standards for the development of the Owner’s Framework Program.
The proponent may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
