The Unversity of Ottawa is pleased to invite qualified proponents to submit a proposal for an ultra-low level liquid scintillation counter (LSC). The requirements for this unit includes supplying, installing, testing, and training. The LSC will be used for analysis of ultra-low tritium activity levels in environmental water samples. The LSC shall also be capable of high precision analysis of C14 and gross alpha/beta activity in environmental samples. Finally, the LSC will be used for analytical work on samples within the framework of the AEL AMS Tritium laboratory.
MANDATORY REQUIREMENTS:
1. LIQUID SCINTILLATION COUNTER:
1.1 Must be new liquid scintillation counter.
1.2 Must be a non-refurbished model.
1.3 Must be the latest commercially available model at time of bid submission.
1.4 Must include alpha-beta separation.
1.5 Must have an energy range of 0 – 2000 keV for beta, 0-10000 keV for alpha.
1.6 Temperature control must be included.
1.7 Must accommodate sample capacities: 20 ml / 7 ml.
1.8 Unit must be Canadian Standards Association (CSA) approved or equivalent.
1.9 Model must be the ultra-low level background model with >500kg of lead shielding.
1.10 Must include a built-in device to remove static charges.
1.11 Must provide background efficiency for 3H low level count mode E2/B >= 900 (8 ml of water + 12 ml scintillator).
1.12 Must have luminescent-free detection and correction using Triple-to-Double Coincidence Ration (TDCR) counting with a minimum of 3 (THREE) photomultiplier (PMT) detectors.
1.13 The proposed unit must be functional, successfully tested and field proven, as well as commercially available. Prototypes will not be accepted.
2. DATA HANDLING:
2.1 Data workstation capable of running the required software, internal or external, must be included.
2.2 Must come with software upgrades for 5 years.
2.3 Data results must be exported in a format compatible with the International Atomic Energy Agency (IAEA) TRIMS database system.
2.4 LSC must be compatible with internal or external standards (example: Eu-152).
3. OTHER REQUIREMENTS:
3.1 Delivery, installation, and calibration must be included.
3.2 Must be capable of including 4 years extended warranty on parts and labor (totaling 5 years).
3.3 Must include preventative maintenance visits during entire warranty period.
3.4 Must include on-site training for a minimum of 2 users.
