Invitation to Proponents
This Request for Proposals (the “RFP”) is an invitation by the University of Ottawa (the “University”) to prospective proponents to submit proposals for an Accessible Research on Wheels (AROW) solution, as further described in Appendix C - RFP Particulars, Section 1 (the “Deliverables”).
General Description:
The Accessible Research on Wheels (AROW) project is to design a mobile laboratory in which people can engage in behavioural-based psychology research studies. The AROW is to be a Passenger Van (Standard of acceptance: Mercedes Benz Sprinter Passenger Van - 170 4x4 chassis) retrofitted to include two separate sections to accommodate for two group studies at the same time, and a third section for the monitoring of the activities. Importantly, each feature of the AROW is to be specifically designed in collaboration with the University of Ottawa to create a carefully controlled laboratory setting that is accessible to people with varying physiological and mobility needs.
The AROW is to the equiped with new subfloor and LVT flooring, modular custom-built cabinetry with ample counter space, vehicle WiFi system, modular custom seating and table, LED light throughout to increase interior visibility, custom modular workstation and seating, 110v and USB outlets throughout for computing equipment, and a power exterior awning (to create an outdoor space that is protected from the sun under which users with limited mobility may participate in the research). There will also be one television located within the AROW (back wall), and an outside television mounting bracket for outdoor research activities. Additionaly proponents are asked to included additonal options (please refer to Appendix D-1 – Financial Submission), sush as, accessible electric platform, a backup system to ensure continuous electricity, lavatory, etc., that could be considered by the University of Ottawa.
Mandatory Compliance Requirements for the Accessible Research on Wheels (AROW):
1. Transport Regulations
1.1 The proposed vehicle must comply with, or exceed, all Canadian Federal and Provincial safety and emission standards.
2 Upfitter Certifications
2.1 Proponent must be a manufacturer certified / accredited Master Upfitter
