PURPOSE The purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa’s (uOttawa) intention to enter into contractual arrangements with Plamondon & Associates Inc. to provide the services identified in the requirements noted below. This ACAN provides prospective service providers the opportunity to demonstrate that they are capable of satisfying all requirements set out in this Advance Contract Award Notice by way of submitting a Statement of Capabilities on or before the posting end date.
SCOPE OF WORK FOR
PROPOSED SERVICE PROVIDER The Director of the University of Ottawa Professional Development Institute (uOttawa-PDI) requires the services of Bob Plamondon and Associates to provide strategic direction and ongoing operational support to enable the uOttawa-PDI to fulfill its plan and mandate for the major expansion of its professional development offerings in applied public governance, namely with the federal government, but also in the corporate sector and partnership with various faculty-based programs within the University. More specifically, the responsibilities include, but are not limited to the following: A: Business Development for regular PDI activities: 1. Work directly with high-level decision-makers in government and in the public service at large to identify professional development opportunities and negotiate service offerings tailor-made to existing and emerging needs at various levels. 2. Provide oversight and leadership in managing some of the existing Institutes of Professional Development that are part of the uOttawa-CCE. Expanding existing networks and defining new areas for development and growth with specialized learning needs in the public service. Work directly with staff and professionals at uOttawa-CCE to oversee the execution process and ensure adequate learning protocols and systems. 3. Identify, interview, and recruit instructors and content providers to fill the specific learning needs of various audiences within the public sector. 4. Develop financial plans and operational reviews to maximize investments in various programs. Provide forecasts and strategic program investments in line with uOttawa-CCE strategic plan. Provide support to CCE for the launch of a media channel, in collaboration with various external partners as per the strategic plan. Liaise with national media outlets. 6. Organize and convene a high-profile advisory board with representatives of senior level public sector professionals to guide the expansion and future growth of uOttawa-CCE. 7. Assist the Director on an ongoing basis on emerging issues and priorities, including a full operational review. REQUIREMENTS The resource assigned to this mandate from the service provider requires at a minimum: In-depth knowledge and proven experience in professional development and training methods, especially as it relates to public sector professionals, from entry-level positions to senior decisionmaking positions. In-depth knowledge of the federal public sector apparatus, and knowledge of how continuous learning relates to performance appraisals and career development plans of public sector professionals. Demonstrated knowledge and experience in designing professional development programs, and ability to provide tailor-made training solutions for specialized audiences. Demonstrated experience in overseeing and managing learning programs in a university context. Experience as an instructor to specialized public sector groups. Demonstrated experience in organizing special events (conferences, symposia, etc.) ideally in an academic context. Proven experience and demonstrated management skills in a university context: experience in organizational development, organizational restructuring and change, program performance reviews, strategic planning, and design of implementation plans. Strong administrative writing skills for both high-level and strategic documents, and financial analyses. Financial knowledge to perform operational reviews and prepare short and long-term investment planning and budget prioritization. Demonstrated ability to work in teams, but also to self-direct and work autonomously. Fluency in both English and French
