Description of Procurement
This Request for Proposal (RFP) is an invitation to Prospective Proponents to submit a Proposal for Ted Rogers School of Management (TRSM) Feasibility Study.
The objectives of this Feasibility Study include the following:
1. Complete Schematic Design (including drawings and outline specifications) with sufficient information for all divisions in order to support a class “C” estimate, having both exterior design and Interior layouts, 3D renderings sufficient to understand the look and feel of the space and excite potential donors and granting agencies, resolved mechanical, electrical and structural solutions based on the detailed functional program in Appendix F;
2. Complete a LEED Gold Scorecard for the Expansion Project (as a minimum), including a complete report on how compliance can be achieved (constraints and opportunities). In addition, the identification of items that will require premium costs, and other maintenance and operational impacts to achieve LEED Platinum Scorecard for the Expansion Project shall be included;
3. Confirm a constructability solution for the logistics of building above an existing and occupied building, including phasing options and Expansion Project timing.
4. Working with the Law firm retained by Ryerson, confirm the municipal approvals process required for the Expansion Project based on the preferred Schematic Design solution, and include an outline of this process and timing in the Feasibility Study report.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

File #1 - Proposal Acknowledgement Form
- Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

2. File # 2 - Proponent Team - Please note that this file must not exceed a maximum of 8 pages (Excluding CV’s). Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
a) A cover page stating your firm name, day to day Proponent team lead and key contact information, statement of single representation or joint venture, and list all sub consultants to the firm.
b) Summary of the firm area of expertise, comparable experience and specific availability, capacity, and commitment to deliver the project by May 31, 2019. Include the same for all sub consultants. For the purposes of this RFP, comparable experience means execution of projects with similar conditions and deliverables, familiarity and experience with relevant vertical expansion design challenges in an occupied building, expertise in expansion projects in a dense, downtown urban setting, working with similar property managers and institutional clients under tight timelines.
c) A Project organization chart, highlighting Proponent team members who will be assigned to Ryerson, including leads from each sub consultant forming the Proponent’s team. Ryerson and Cadillac Fairview will jointly evaluate and approve of the consultant and subconsultant team. The Successful Proponent may change personnel with approval from Ryerson and Cadillac Fairview
d) CV’s of the Team Lead and other key Proponent team members providing examples that highlight relevant project experience on comparable projects to this scope of work (refer to Appendix ‘G’). CV’s may be attached as an appendix to File #2 and do not count towards the file submission page limit.
3. File # 3 - Understanding of the Assignment - Please note that this file must not exceed a maximum of 3 pages (Excluding Additional Services). Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- Demonstrate experience and the appropriate methodology in integrated design solutions that responds to the existing site constraints and the constructability issues of building above an existing occupied building in a downtown setting surrounded by arterial roads, and immediately adjacent public spaces and occupied buildings.
- Demonstrate the ability to translate Ryerson’s broader mission and mandate, including adherence to Ryerson’s Master Plan goals and key principles and its Academic Plan.
- Demonstrate expertise and design excellence in the development of comprehensive plans (alternative ideas, massing studies, visualizations, etc.) that optimize and develop the best solution for the Expansion Project.
- Demonstrate experience in responding to the objectives of the functional program, including the methodology for successfully engaging in the review and adherence to the functional program expectations.
- Include previous experience in sustainable development, engagement in certification programs and in obtaining sustainability awards. The Proponent shall demonstrate the ability to develop the vision for sustainable development.
- Demonstrate Proponent team comparable experience with relevant and appropriate projects that were successfully completed on time and on budget. The experience should encompass working effectively with Ryerson’s directly retained consultants for legal and quantity surveying requirements.
4. File # 4 - Work Plan - Please note that this file must not exceed a maximum of 2 pages. Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- Provide a Work Breakdown Structure for all Deliverables.
- Provide a detailed Proponent Project Schedule referencing Proponent team / Ryerson project team involvement at each stage, including length and number of meetings, expected time demands for information gathering. Approval gateways for Ryerson must be clearly identified.
- Summarize total estimated length of time to complete the Deliverables, any risks to the Schedule, and mitigation options recommended by the Proponent.
5. File # 5 - References - Please note that this file must not exceed a maximum of 1 page. Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
a) The Proponent must submit three (3) client references for Projects submitted under File #2.
Ryerson may, in its sole discretion, confirm the Proponent’s experience and ability to provide the Scope of Services by contacting the Proponent’s references.However, Ryerson is under no obligation to contact references submitted by any Proponent and may determine, in its sole discretion, how, and whether, the responses of references will be taken into account in the evaluation process.Furthermore, Ryerson reserves the right to reject a Proponent’s Proposal on the basis of information provided by the Proponent’s references.

Contract Details
The term of the Final Agreement is upon conclusion of the contract whichever is first.
