This Request for Proposal (“RFP”) is an invitation to prospective Proponents for Submissions indicating their organization’s capability, and unit costs to provide a New Door Lock System for Pitman Hall Residence Building in Ryerson University.

commercial general liability insurance on an occurrence basis for third party bodily injury, personal injury and property damage, to an inclusive limit of not less than $5,000,000 per occurrence and including products and completed operations liability The policy is to include the following:
- Ryerson as an additional named insured with respect to liability arising in the course of performance of the Supplier’s obligations under, or otherwise in connection with, the Agreement
- Contractual liability coverage
- cross-liability and severability of interests clause
- employers liability coverage (or compliance with the paragraph below entitled “Proof of W.S.I.A. Coverage” is required)
- an obligation on the Supplier’s insurer to provide 30 day written notice of cancellation, termination or material change to Ryerson
- tenants legal liability coverage (if applicable and with suitable sub-limits)
- non-owned automobile coverage with blanket contractual coverage for hired automobiles

1. File # 1 - Proposal Acknowledgement Forms
Provide the following documentation in PDF format:
- Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form (Appendix C). The Proposal Acknowledgement Form forms part of the Proposal.
2. File # 2 – Product Specification Requirements
Provide the following in PDF format:
- Each Proponent shall complete, sign and submit a Product Specification Response Sheet (Appendix D). Proponents shall use the Product Specification Response sheet to confirm they are compliant for each of the required specifications and describe how they meet the required specifications.
In addition, Proponents shall provide their specification sheets.

3. File # 3 – Company Information
Provide the following requirements in PDF format:
- Provide a brief company/entity profile including but not limited to: company/entity history, description of services provided (including project work), number of years in business, number of employees, company organizational chart, number of location, list of current customer base, a list of certifications, licenses, affiliations, accreditations, associations that are relevant to the Deliverables.
- Provide the proposed project team that will lead, direct, manage, supervise and provide the Deliverables at Ryerson.
4. File # 4 – Experience
Provide the following in PDF format:
- Provide a description of how the Proponent will provide the Deliverables to Ryerson with reference to three (3) previous post-secondary residence projects. Proponents should complete the information for these three (3) projects using Appendix E – Relevant Experience in submission.
5. File # 5 – Project Schedule
Provide the following in PDF format:
- Provide a schedule of how long the project will take the Proponent to complete with the project due to start on the 11th of June 2018.
6. File # 6 – Project Team
Provide the following in PDF format:
- Provide the proposed project team that will lead, direct, manage, supervise and provide the Deliverables at Ryerson. Provide completed Appendix F – Curriculum Vitae in submission.
7. File # 7 – Quality Assurance
Provide the following in PDF format:
- Provide a detailed description of the Proponent’s quality assurance program, and describe how it will be implemented during the Project at Ryerson.
- Provide a detailed description of the Proponents’ quality assurance of the hardware/equipment that will be used.
- Provide a detailed description of the Proponent’s quality assurance of the work that will be completed (e.g. removal of existing locks, modification to doors, painting of doors and door frames etc.)
8. File # 8 – Warranty/Maintenance
Provide the following in PDF format:
- Proponents are advised to consult the Draft Agreement and Appendix B – Deliverables for warranty expectations. Provide a description of the warranties that will be provided by the Proponent and included by the manufacturer.
- Provide a detailed description of what is included in the Proponent’s maintenance and support contacts.
9. File # 9 – Social Policy Programs
Provide the following:
Proponents should demonstrate their support for Social Policy Programs, for example:
- Diverse suppliers are businesses that are more than 50% owned by members of equity-seeking communities, such as Aboriginal Peoples, racialized people, people with disabilities, newcomers, women and LGBTQ2S people. Diverse suppliers can also be social purpose enterprises that have a social mission and employ people experiencing economic disadvantage.
- Workforce development is the use of targeted training and employment strategies to provide people in poverty with pathways to sustainable employment. Strategies include, but are not limited to, customized recruitment, work-based learning, and apprenticeships.
Financial/Pricing Proposal Requirements
10. File # 10 – Project Pricing
Provide the following in PDF format:
- Based on the description of Deliverables outlined in Appendix B, provide a completed Price Form as set out in Appendix G – Price Form.
This procurement is covered by:
- Chapter 5 of the Canadian Free Trade Agreement
- Chapter 9 of the Ontario-Quebec Trade and Cooperation Agreement
Time-Frame for Delivery/Duration of Agreement[1]:
The term of the Final Agreement is five (5) years.

Negotiation:
At the end of the evaluation process, Ryerson University may identify one or more suppliers with whom it wishes to enter into negotiations, by written notification.
Electronic Auction:
