Description of Procurement
The University is conducting a Request for Proposal (RFP) for the procurement of professional services for the development, implementation and management of Ryerson’s on-campus advertising, including, but not limited to:
● Developing an on-campus advertising strategy that optimizes revenues for Ryerson;
● Recommending changes and updates to current inventory of advertising assets on campus;
● Developing, implementing and managing an operational model that will ensure the efficient and profitable sale and licensing of advertising.
The Deliverables are more fully described in Appendix B of the RFP.
Ryerson intends to execute the Professional Services Agreement attached as Appendix E.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

The submissions will not be opened publicly.
Conditions for Participation
The award of a Final Agreement to a Successful Proponent is conditional on the Successful Proponent providing the following information to Ryerson, in accordance the timeframes specified by Ryerson:
Insurance:
(a) General liability insurance in the amount of not less than five million dollars ($5,000,000.00) for any one occurrence for bodily injury, property damage including loss of use, or death. Such insurance shall, at a minimum, include coverage of broad form property damage, contractual liability, completed operations and product liability and such other types of insurance as would be carried by a prudent person performing such services and as Ryerson, may from time to time, require. Such policy shall include Ryerson as an additional insured, include a cross liability/severability of interests clause, and include a waiver of subrogation rights which the Consultant’s insurer may have against Ryerson;
(b) If applicable, and not included in general liability insurance above, valuable papers and media coverage insurance to cover the loss or damage to the full replacement value of drawings, reports, data, plans and specifications and other materials collected, prepared or developed under this Agreement in an amount of no less than two million dollars ($2,000,000.00);
(c) Professional liability insurance to cover against any and all Claims made for wilful misconduct (or intentional acts), or errors or omissions of, or negligent acts, attributable to, or relating to the performance of the Consultant's Services under this Agreement, with limits of not less than two million dollars ($2,000,000.00) per claim and a deductible not to exceed $25,000.00. Such policy shall not exclude prior acts relating to the Consultant's Services under this Agreement. Such insurance shall be maintained from the inception of this Agreement until two (2) years following the earlier of the termination of this Agreement or completion of the Consultant’s Services. The Consultant agrees to advise Ryerson by written declaration of any and all Claims pending against such insurance prior to commencement of the Services and on a monthly basis thereafter as a condition of payment.
WSIB
Workplace Safety and Insurance Board of Ontario (“WSIB”) coverage or employers liability insurance in the amount of not less than two million dollars ($2,000,000.00) and if requested, the Consultant shall submit its WSIB account number together with a letter from the appropriate WSIB department (indicating that there are no outstanding fees, fines, Claims or debts to the Consultant’s WSIB account) to Ryerson prior to commencement of the services.

The Minimum Passing Score for Step 2: Technical is 60% or 30 out of 50 Points.
The Minimum Passing Score for Step 4: Presentation is 50%, or 5 out of 10 Points.

Contract Details
The term of the Final Agreement is 5 years, plus two optional renewal periods of 1 year each, at the discretion of Ryerson.
