Description of Procurement

This Request for Proposal (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources for supply and install all the PT Beams scope of work related to the current design as an Other Integrated Project Delivery (IPD) Party for the Jarvis Development Project, as described in Appendix B – Scope of Work.
Ryerson intends to execute two (2) separate agreements using the CCDC30-2018 form of contract. 
The first agreement will be for Phase 1 Validation. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #1 in Appendix D.
The second agreement will be for Phase 2 Design/Construction. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #2 in Appendix D.

The procurement may involve negotiation. 

An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca  on or before June 30, 2021, 11:00:00 a.m. Toronto Time.

The submissions will not be opened publicly.

Conditions for Participation

The procurement is subject to the following conditions for participation:
 

1. Mandatory Submission Requirements:

• Pass/Fail - File #1 - Proposal Acknowledgement Form
• Pass/Fail - File #2 – Bonding Confirmation

2. Scored (Qualitative) Submission Requirements (45 Points):

• 5.4 Points - File #3 - Company Information;
• 11.25 Points - File #4 – Proponent’s Team*;
• 6.75  Points - File #5 - Project Delivery and Understanding;
• 13.5 Points – File #6 – Relevant Experience;
• 2.7 Points – File #7 – Social Responsibility & Sustainability;
• 4.5 Points – File #8 – Health and Safety**;
• 0.9 Points - File #9 - BIM and dRofus Experience

3. Financial/Pricing Submission Requirements

• Pricing Part I – Base Hourly Rate (12 Points – distributed as follows):
  • 1.0 Points - Executive Lead / SMT Rep;
  • 2.75 Points - PM  / PMT Rep;
  • 2.75 Points - Superintendent;
  • 2.75 Points - Surveyor; and
  • 2.75 Points – Estimator.
• Pricing Part II – Base Hourly Rates of Remaining Roles (4.0 Points, Each individual role is allocated an equal number of points (5 roles at 0.5 Points each))
• Pricing Part III – Average Base Hourly Rates of Other Roles (1.0 Points)
• Pricing Part IV – Corporate Overhead(%) (6 Points)
• Pricing Part V – Profit Expectation (%) (6 Points)
• Pricing Part VI – Monthly Equipment Rental Rates ( 1.0 Points, Each individual equipment rate is allocated an equal number of points (3 equipment rates at 0.3333 Points each)

4. Interview Evaluation Criteria (25 Points):

• Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
