Description of Procurement
This Request for Proposal (RFP) is an invitation to Prospective Proponents to submit a Proposal for Consulting Services to update the 2008 Ryerson Master Plan.
The special mission of Ryerson University is the advancement of applied knowledge and research to address societal need, and the provision of programs of study that provide a balance between theory and application and that prepare students for careers in professional and quasi-professional fields.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Mandatory Submission Requirements
File #1 - Proposal Acknowledgement Form
- Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

Proponents shall provide the following information as part of their submission:
2. File # 2 - Proponent Team - Please note that this file must not exceed a maximum of 8 pages (Excluding CV’s). Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- A cover page stating your firm name, day to day Proponent team lead and key contact information, statement of single representation or joint venture, and list all subconsultants to the firm.
- Summary of the firm area of expertise, and specific availability, capacity, commitment and experience to deliver the project by October 2019. Include the same for all subconsultants.
- A Project organization chart, highlighting Proponent team members who will be assigned to Ryerson, including leads from each subconsultant forming the Proponent’s team. The Successful Proponent may change personnel with Ryerson’s approval.
- CV’s of the Team Lead and other key Proponent team members providing examples that highlight project experience on comparible projects to this scope of work (refer to Appendix ‘G’ – 1 page each). CV’s may be attached as an appendix to File #2 and do not count towards the file submission page limit.
3. File # 3 - Understanding of the Assignment - Please note that this file must not exceed a maximum of 3 pages (Excluding Additional Services). Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- Referencing the Deliverables in Part A, describe the end product to be provided to the University illustrating the Proponent’s expertise and experience, and any lessons learned or successful strategies employed from similar assignments. The University has envisioned a staged process, and the Proponent is invited to comment on or propose alternative methods that would achieve efficiencies in timing of providing the same Deliverables (note that these comments are for consideration only and pricing must still specifically follow the University’s form and format in Appendix D).
- Referencing the project management services in Part B, describe the Proponent’s availability and capacity to meet the completion of a Master Plan update by October 2019.
- Referencing the engagement strategy in Part C, describe the Proponent’s overarching vision and process for delivering a Master Plan update that is respectful of the existing plan but inclusive of the tremendous change and development of additional priorities in the last decade.
- If there are additional services that could be provided to improve the delivery of the campus Master Plan update process, the Proponent should describe those services and provide a fee for services option in Appendix D (These fees will not be evaluated).
4. File # 4 - Detailed Work Plan - Please note that this file must not exceed a maximum of 8 pages. Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- Provide a detailed Work Breakdown Structure for all Deliverables
- Provide a detailed Proponent Project Schedule referencing each stage of work in parts A, and referencing parts B and C as applicable. Describe Proponent team / Ryerson project team involvement at each stage, including length and number of meetings, expected time demands for information gathering.
- Specify in detail the time and information requirements needed from the Ryerson project team at each stage. Approval gateways for Ryerson must be clearly identified.
- Summarize total estimated length of time to complete the Deliverables, any risks to the Schedule, and mitigation options recommended by the Proponent.
5. File # 5 – Engagement Strategy - Please note that this file must not exceed a maximum of 8 pages. Any pages that exceed the maximum number of pages will not be reviewed or evaluated.
- Outline the proposed engagement process for Stages Two and Three which will ensure broad endorsement at all levels for the updated campus vision. Describe how diverse teams will be included in the planning and process, and how their output will be included in the quantification of space requirements and development of updated master planning principles.
- List any opportunities for efficiencies to meet schedule, such as combining groups in workshops / charrettes, or pre-work that can be accomplished to focus discussions and quantify unknowns.

Contract Details
The term of the Final Agreement is upon conclusion of the contract whichever is first.
