Description of Procurement

This Request for Proposal (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources for supply and install of hard and soft flooring which can include, but is not limited to, flooring underlayment, ceramic/porcelain tile, tiling bedding, stone tile, wood flooring, laminate flooring, raised flooring, carpet tile, sheet flooring (lab grade acid resistant and regular institutional) and rubber/vinyl base, scopes of work related to the current design as an Other Integrated Project Delivery (IPD) Party for the Jarvis Development Project, as described in Appendix B – Scope of Work.

Ryerson intends to execute two (2) separate agreements using the CCDC30-2018 form of contract. 
The first agreement will be for Phase 1 Validation. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #1 in Appendix D.
The second agreement will be for Phase 2 Design/Construction. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #2 in Appendix D.
The procurement may involve negotiation. 

An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca  on or before September 22, 2021, 11:00:00 a.m. Toronto Time.

The submissions will not be opened publicly.

Conditions for Participation

The procurement is subject to the following conditions for participation:
 

1. Mandatory Submission Requirements:

2. Scored (Qualitative) Submission Requirements (45 Points):

• 5.0 Points - File #3 - Company Information;
• 10.5 Points - File #4 – Proponent’s Team*;
• 8.0 Points - File #5 - Project Delivery and Understanding;
• 10.5 Points – File #6 – Relevant Experience;
• 2.0 Points – File #7 – Innovative Practices and Additional Information;
• 4.0 Points – File #8 – Social Responsibility & Sustainability; and
• 5.0 Points – File #9 – Health and Safety**.

3. Financial/Pricing Submission Requirements

• 9 Points - Pricing Part I – Base Hourly Rate (9 Points – distributed as follows):
  • 0.81 Points - Executive Lead / SMT Rep;
  • 2.16 Points - PM  / PMT Rep;
  • 2.16 Points - Superintendent;
  • 1.71 Points - Foreman; and
  • 2.16 Points – Estimator.
• Pricing Part II – Base Hourly Rates of Remaining Roles (7.0 Points, Each individual role is allocated an equal number of points (12 roles at 0.58333 Points each))
• Pricing Part III – Average Base Hourly Rates of Other Roles (2.4 Points)
• Pricing Part IV – Corporate Overhead(%) (4 Points)
• Pricing Part V – Profit Expectation (%) (8 Points)

4. Interview Evaluation Criteria (25 Points):

• BPS Procurement Directive;
