Description of Procurement

This Request for Proposal (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources for supply and install all excavation scope of work related to the current design as an Other Integrated Project Delivery (IPD) Party for the Jarvis Development Project, as described in Appendix B – Scope of Work.
Ryerson intends to execute two (2) separate agreements using the CCDC30-2018 form of contract.
The first agreement will be for Phase 1 Validation. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #1 in Appendix D.
The second agreement will be for Phase 2 Design/Construction. This CCDC30-2018 will be amended by the Supplementary Conditions attached as File #2 in Appendix D.

The procurement may involve negotiation.

An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca on or before June 28, 2021, 11:00:00 a.m. Toronto Time.

The submissions will not be opened publicly.

Conditions for Participation

The procurement is subject to the following conditions for participation:

Mandatory Submission Requirements:

Pass/Fail - File #1 - Proposal Acknowledgement Form
Pass/Fail - File #2 – Bonding Confirmation

Scored (Qualitative) Submission Requirements (45 Points):

5.4 Points - File #3 - Company Information;
11.25 Points - File #4 – Proponent’s Team*;
7.65 Points - File #5 - Project Delivery and Understanding;
9.9 Points – File #6 – Relevant Experience;
5.4 Points – File #7 – Social Responsibility & Sustainability; and
5.4 Points – File #8 – Health and Safety**.

*Proponent’s Team has a further point breakdown by role.
**File #8 - Health and Safety is further broken down into Statistical Data and COR(or equivalent), Statistical Data has a separate minimum passing score of 50% or 1.5 of 3 Points.
*** Overall Minimum Passing Score for Qualitative Evaluation - 70% of Subtotal or
31.5 Points

Financial/Pricing Submission Requirements

11 Points - Pricing Part I – Base Hourly Rate (11 Points – distributed as follows):
- 1.0 Points - Executive Lead / SMT Rep;
- 2.75 Points - PM / PMT Rep;
- 2.75 Points - Superintendent;
- 1.75 Points - Surveyor; and
- 2.75 Points – Estimator.
Pricing Part II – Base Hourly Rates of Remaining Roles (3.0 Points, Each individual role is allocated an equal number of points (5 roles at 0.6 Points each))
Pricing Part III – Average Base Hourly Rates of Other Roles (1.0 Points)
Pricing Part IV – Corporate Overhead(%) (6 Points)
Pricing Part V – Profit Expectation (%) (6 Points)
Pricing Part VI – Monthly Equipment Rental Rates ( 3.0 Points, Each individual equipment rate is allocated an equal number of points (6 equipment rates at 0.5 Points each)

Interview Evaluation Criteria (25 Points):

** Overall Minimum Passing Score for Interview Evaluation - 50% of Subtotal or
12.5 Points

Applicable Trade Agreements

This procurement is subject to the following trade agreement(s):

BPS Procurement Directive;
The Canadian Free Trade Agreement, Chapter Five;
The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9];
Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Contract Details

The Project agreements will be split into two distinct CCDC30-2018s for Phase 1 Validation and Phase 2 Design/Construction. Each CCDC30-2018 is amended by Supplementary Conditions (see Appendix D) and Proponents should review both sets of Supplementary Conditions due to variations between the two Project phases. These two agreements are collectively referred to as the “Draft Agreements” in this RFP.

For Phase 1 Validation, Zeidler Architecture Inc.will carry out the role of the Consultant in the CCDC30-2018 but will not sign the agreement. In Phase 2 Design/Construction, Zeidler Architecture Inc. will sign and become a party to the CCDC30-2018 as an IPD Team member.

Upon award of this RFP, the Successful Proponent will sign the CCDC30-2018 for Phase 1 Validation as an Other IPD Party, as amended by the applicable Supplementary Conditions. The Successful Proponent will also be an Other IPD Party under the CCDC30-2018 for Phase 2 Design/Construction for the scope as determined through Validation Phase, as amended by the applicable Supplementary Conditions, but the agreement will not be executed and will remain contingent if and until Ryerson, in its sole discretion, elects to proceed with Phase 2 Design/Construction, including but not limited to, after Ryerson has delivered written notice to the effect that Ryerson has approved the Validation Report; Ryerson’s Board of Directors have approved the Project budget; and Ryerson has secured sufficient external funding to proceed with the Project.

Other IPD Team members may sign the final CCDC30-2018 agreement at both stages of the Project pursuant to future Requests for Proposals.

The term of the Final Agreements is for the completion of the work.

The purpose of the Proponents Meeting is to provide an overview of the procurement process for this project.
