Description of Procurement
This Request for Proposal (RFP) is an invitation to Prospective Proponents to submit a Proposal for Eric Palin Hall (EPH) LED Lighting Upgrade.

As part of the Greenhouse Gas (GHG) Campus Retrofits Program (GGCRP), Ryerson is seeking a qualified Prime Contractor for the supply and install of LED lighting technology, along with lighting controls, to retrofit the existing lighting system, at Eric Palin Hall (EPH). The primary goal of this project is to achieve energy reductions.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

2. File # 2 - Company Background and Project Management Team
Proponents team must have the qualifications and experiences on lighting upgrade projects of similar type, size, value and complexity of this RFP Project. Proponent team must demonstrate qualifications and experiences as a fully licensed electrical contractor, with specialized experiences in lighting retrofit and lighting control supply and installation work, including but not limited to:

Replacement and retrofit of interior lighting fixtures, including re-lamping fluorescent fixtures and experience with LED (Light Emitting Diode) luminaires.
Lighting controls, eg occupancy sensors, and dimming protocols
Experience pertaining to measurement and verification of systems

Provide the following:
Please note that this file must not exceed a maximum of 4 pages (excluding resumes). Any pages that exceed the maximum number of pages will not be reviewed or evaluated.

A brief company profile, including: company history, description of services provided, number of years in business, list of current customer base, a list of certifications, licenses, affiliations, accreditations, associations as relevant to the RFP deliverables.

[If applicable] Where services provided by the licensed electrical contractor is not in-house, ie. a sub-contractor of the Proponent team, identify name of the electrical sub-contract and provide a brief company profile.

List and identify names of the proposed project management team members that will lead, direct, manage and supervise this Project, including safety. Briefly outline their role and responsibility on this Project.

Provide resumes of all proposed project team members. Provide information on the background and work experience including any applicable training, licensing or certification(s).

Note
Preference will be given to Proponent demonstrating past project experiences with Ministry/ University/ School/ Hospital building types, experienced in working within occupied spaces, and resource capacity to expedite and/or schedule work after hours or weekend as necessary to keep schedule on-track.
3. File # 3 – Past Project Experience
Provide the following:

A full list of LED lighting upgrade and retrofit related projects completed within the last 5 years, within an occupied facility.

Select from the list above, three (3) similar lighting projects examples, with installation within an occupied building has on-going activities, and submit a detailed project description to include

Project location, client/ building type, year completed, construction value, relevant scope.

Each example should reflect the involvement of the proposed Project Manager/ lead (at least 1 example), Site Supervisor (at least 1 example), identified in File #2.

Note:
Similar projects that are comparable in construction value, context/location and similar in scope and size to deliverables outlined in this RFP.
Preference will be given to Proponent demonstrating past project experiences with Ministry/ University/ School/ Hospital building types, experienced in working within occupied spaces with on-going activities, in particular sensitive facilities (similar to EPH research labs).
4. File # 4 - Proposed Preliminary Project Schedule
Provide the following:

A preliminary proposed project timeline schedule to complete all deliverables, and achieve the specified March 8, 2019 target Substantial Performance Completion date, and March 22, 2019 complete project close out.

Ryerson requests a detailed dependency schedule showing all critical path items as required by project.A level 4 schedule will be preferred to include all work breakdown status, including but not limited to these tasks and critical milestones: mobilization, shop drawing reviews, long lead orders, critical approval and order dates, (allow 3 days for Ryerson approval reviews), proposed install phasing, deficiencies period, close-out period, etc.
Note:
Preference will be given to proposal that identifies any strategies or value-added services that Proponent team may offer to facilitate timely delivery or critical materials/ products (eg. special/ long led orders), that will have a high schedule risk impact if delayed.

Contract Details
The term of the Final Agreement is upon conclusion of the contract whichever is first.
