Description of Procurement

The primary objective of this Request for Proposal is to retain a supplier for elevator modernization, repair and maintenance services and/or elevating device repair and maintenance services for Ryerson, as further described in Appendix B – Deliverables (the “Deliverables”).

For clarity, the RFP will be comprised of three (3) Categories;
●          Category A: Elevator Modernization and Maintenance Services;
●          Category B: Regular Elevating Device Repair and Maintenance Services; and
●          Category C: Proprietary Elevating Device Repair and Maintenance Services.

Category A: Elevator Modernization, Repair and Maintenance Services - All labour, materials, products and services necessary for the elevator modernization work at the Ryerson buildings described in Appendix B – Deliverables. In addition to the elevator modernization work, maintenance and repair of the same elevators identified in Appendix B for Category A before and after the elevator modernization work is completed is part of Category A’s scope.
Ryerson intends to execute a Master Services Agreement, as provided in Appendix E - Part 2.  All construction work will be entered into through separate CCDC - 2 Stipulated Sum with Supplementary Conditions, as provided in Appendix E - Part 1.

Category B: Regular Elevating Device Repair and Maintenance Services – All labour and services to supply and install all materials and apparatus required to perform the repair and maintenance of the regular elevating devices at the elevating devices identified in Appendix B – Deliverables for Category B.
Ryerson intends to execute a Master Services Agreement for this Category, as provided in Appendix E – Part 2.

Category C: Proprietary Elevating Device Repair and Maintenance Services –All labour and services to supply and install all materials and apparatus required to perform the repair and maintenance of the proprietary elevating devices identified in Appendix B – Deliverables for Category C.
Ryerson intends to execute a Master Services Agreement for this Category, as provided in Appendix E – Part 2.

Proponents may submit Proposals for one (1) Category or to two (2) Categories or to three (3) Categories. Ryerson will evaluate and award each Category independently.

The procurement may involve negotiation. 

An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca  on or before May 1, 2020, 11:00:00 a.m. Toronto Time.

The submissions will not be opened publicly.

The procurement is subject to the following conditions for participation:

• File #2 – Health and Safety (one (1) file applicable to all Categories. Submit 1 file only)

2. Scored Submission Requirements:

• File #3 - Company Information (one (1) file applicable to all Categories. Submit 1 file only)
• File #4 – Average Annual Callback Rate (one (1) file applicable to all Categories. Submit 1 file only)
• File #5 – Social Policy Programs (one (1) file applicable to all Categories. Submit 1 file only)

• File #6 – Experience (applicable to Categories A, B & C. Submit one(1) file per Category, up to a maximum of three (3) files.)
• File #7 – Project Management Team (applicable to Categories A, B & C. Submit one(1) file per Category, up to a maximum of three (3) files).
• File #8 – Understanding the Assignment & Methodology (applicable to Categories A, B & C. Submit one(1) file per Category, up to a maximum of three (3) files.)
• File #9 – Modernization Completion (applicable to Category A only. Submit one(1) file only if responding to Category A.)
