Background and Purpose
McMaster University (“The University”) is investing in automotive research infrastructure and has recently created the McMaster Automotive Resource Centre (MARC). The University is planning to add one (1) new complete Vehicle and Powertrain Dynamometer with Integrated Vehicle To Grid System to be located at MARC.
The project must be completed by May 2019. Completed means that the vehicle dynamometer and powertrain room and the control areas are fully correlated, signed-off, and in production ready mode state.
Scope/Objective
The purpose of this document is to confer upon the Vendor all system responsibilities, which will include engineering, design, purchasing, fabrication, assembly, system debugging, and assistance in the acceptance and correlation testing phase of the new dynamometer test room. The total project will be completed and fully operational by May 2019. Operational means that the rooms must be on-line and have completed both acceptance and correlation testing on the dates listed below.
Design, installation supervision, and acceptance of the test systems will be the Vendor's responsibility with the University’s Construction Manager assuming ultimate building and system responsibility. Therefore, the Vendor must work closely with the Construction Manager and Plant Design Engineer.
The following technical specification provides guidelines to equip one (1) complete vehicle and powertrain dynamometer with integrated vehicle to grid system, at MARC. All proposed equipment must be supplied by a vendor with a proven track record of providing similar systems.
The system should include all computer systems, control systems, instrumentation systems, mechanical systems and software.
Factory testing and acceptance is required. McMaster University reserves the right to attend the factory testing.
The final design must meet all applicable codes, standards and guidelines as per government and industry regulations.
All vendors shall comply with the safety and engineering practices as set forth in the applicable codes and regulations of the Canadian Standard Association, the Factory Mutual System, the department of Labour and all other provincial and local municipal regulations, as well as the established safety rules and practices of McMaster University.
All vendors shall conform to, but are not limited to, the following requirements. The Vendor and the Construction Manager shall assume the responsibility to assure that all subcontractors adhere to the health, safety and environmental requirements. The approved vendor shall provide a site specific safety plan.
This specification includes a number of items identified as options – for the purposes of evaluation of the quotations all such optional items will be included in the price comparison, but the University may not purchase all options listed in this proposal. If the vendor wishes to include additional options for the University to consider it may include these but they may not be included in the price for the purposes of evaluation of the proposals price.
