160617 - Develop a Hotel adjacent to the Terminal Building at the Ottawa Airport

The Ottawa International Airport Authority (the “Authority”) is issuing this Request for Proposals (“RFP”) in order to select a party with whom it may explore the design, construction and operation of a Hotel which is directly proximate to and physically connected to the Passenger Terminal Building (“PTB”) at Ottawa Macdonald-Cartier International Airport. The Authority will review and evaluate the Proposals as submitted by the various Proponents and, pending approval from its senior management, award the highest-scoring Proponent under this RFP the exclusive right to enter into discussions with the Authority regarding the development and operation of the Hotel, with that period of exclusivity to be for a duration of three (3) months.
 
The Airport welcomed approximately 4.74 total million passengers in calendar 2016, an increase of 1.9% from the 2015 total of 4.66 million.
 
All Proponents must meet the minimum qualifications identified below. Proponents not meeting these minimum requirements will be disqualified and their Proposals will not be considered.
 

• Proponents (or one of their component entities) must have been involved in the development and operation of at least one hotel under a nationally or internationally-recognized brand within the past three (3) years. 
  In addition, experience in one or more of the following activities within the past three (3) years, by a Proponent (or one of its component entities) will be considered to be a significant asset:
   

• Development of large-scale commercial, residential or institutional construction projects with a construction cost of at least twenty million dollars ($20,000,000.00) each;
• Development or operation of a hotel under land-lease or license/franchise scenarios;
• Development or operation of a hotel on the property of an international aiport;
• Hotel industry brokerage services, consulting or strategic planning
