Your firm is invited to submit a Proposal for the following:
One (1) Senior BI Database Analyst resource to work for an initial period of twelve (12) months with an irrevocable option to extend for up two (2) additional periods of three (3) months each.
Description of Services
The WCB require the Contractor to supply a resource (the "Senior BI Database Analyst") on a full-time basis [thirty-six and a quarter (36.25) hours per week] to perform the following:
a) Lead the data warehouse solution design, development, and implementation including Enterprise Data Warehouse (EDW) BI Semantic Models, Extract/Transform/Load (ETL), and OLAP development;
b) Contribute to standards and frameworks for data modelling, data integration/ETL and reporting, and ensure these are being consistently used in the design and development of all relevant solutions;
c) Ensure new business intelligence applications integrate and comply with the business intelligence architecture;
d) Keep abreast of the latest trends in business intelligence technologies and practice, technologies on application integration, process management, and service-orientated application development
e) Maintain and continually improves practices that achieve high quality of business intelligence assets and improve confidence in data, processes, and development disciplines;
f) Ensure compliance of WCB business intelligence database standards and guidelines by developing and maintaining documentation pertinent to standards, methodology, and operational procedures;
g) Participate in the acquisition, implementation, and installation of acquired hardware and/or software for data warehousing applications;
h) Manage the data warehouse performance and tuning;
i) Ensure the business intelligence applications and databases are pro-actively maintained and available for WCB business and project teams to use;
j) Work closely with the WCB's IT staff to ensure the platforms supporting the business intelligence applications are in optimal condition;
k) Work closely with the WCB's IT staff to administer business intelligence portals, including developer and user security & access;
l) Install, configure, maintain, and upgrade database management systems;
m) Coordinate any changes to the configuration of the business intelligence applications; and
n) Perform other related duties, as assigned.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The WCB requires the Contractor to supply one (1) resource on a full-time basis [thirty-six and a quarter (36.25) hours per week].
The Senior BI Database Analyst must have experience and knowledge with the following:
a) Minimum of five (5) years of demonstrated related experience as a BI database analyst in a data-driven organization;
b) Working knowledge with Microsoft Power BI;
c) Working knowledge of Microsoft Azure;
d) Extensive knowledge in Microsoft SQL Server with experience in database design;
e) Knowledge of SQL Server Integration Services (SSIS); and
f) Knowledge of SQL Server Reporting Services (SSRS).
The Senior BI Database Analyst should have experience and knowledge with the following (which may be considered an asset when evaluating):
a) Knowledge of role-based access control and token-based authentication in a Microsoft environment;
b) Knowledge of role-based access control and token-based authentication in an IBM Websphere environment
c) Knowledge of Team Foundation Server (TFS) and agile software release practices;
d) Ability to perform work according to WCB source code management, release management, and incident management;
e) Knowledge and experience of the WCB's processes or insurance models;
f) Knowledge of actuarial practices and principles; and
g) Understanding of the WCB's business and/or testing processes.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar work.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and/or from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of twelve (12) months with a preferred start date of November 28, 2022. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for two (2) additional periods of up to three (3) months each.
Vendors are strongly encouraged to provide a skills matrix for each resource that is being offered for the Senior BI Database Analyst position. The WCB may use the skills matrix, in addition to the Vendor's general information and resume of the proposed resources(s), as an additional tool to evaluate the suitability of a resource for the one (1) Senior BI Database Analyst position.
