Description of Services:
The WCB requires the Contractor to perform the following:
(i) provide records management services to complete a records inventory of all WCB records on paper, microfilm, and within existing software systems;
(ii) develop and implement a work function/business activity based classification scheme for WCB records; and
(iii) such other related work, as requested by the WCB.
It is expected the Contractor will possess the following:
a) extensive knowledge and experience with strong technical background in electronic and manual records and document administration, familiarity with relevant legislation, risk mitigation practices, industry standards, procedures, and ability to provide practical advice and guidance to others on implementing an effective records and information management program; and
b) a records information management certification [certification as a Certified Record Manager by and membership with ARMA International (formerly the Association of Records Managers and Administrators) may be preferred].
It is anticipated the Services will require approximately six (6) months to complete with a preferred start date of January 2, 2023 and to be completed on or before June 30, 2023. A budget of approximately One Hundred Thousand Dollars ($100,000.00) has been allocated for the Services.
The Services shall be provided onsite at the WCB's facilities, Iron Mountain's storage facilities located in Winnipeg, Manitoba, and from the Contractor's facilities, as applicable, unless otherwise agreed in writing.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
