The WCB requires assistance with the technical upgrade and migration of its configuration and data on Infor Lawson Enterprise Financials v10 from Windows Server 2012 to 2019, upgrade of SQL Server 2014 to 2019, and user and developer training, as further described in this RFP and in accordance with the Instructions to Vendors.
Description of Services
The WCB project encompasses the technical upgrade and migration of the Infor Lawson Enterprise Financials v10 implementation from Windows Server 2012 to 2019, upgrading from SQL Server 2014 to 2019, applying upgrades to the Infor Lawson Enterprise Financials and supporting software to ensure the application meets the system specifications for Windows Server 2019, migration of configuration and data to new servers, training for users as required, training for developers [application programming interface (API) integration] and formal transfer to production documentation for Network & Data Centre staff who will be administering the environment.
The WCB's environment currently consists of the following:
a) Application Suites: AM/AP/AR/GL/Rpt Writer;
b) OS: Windows 2012 R2 Server;
c) Database: SQL Server 2014;
d) Amount of Lawson data: 4.5 GB;
e) Lawson Environments: Development, Certification, and Production. Includes a Landmark server for each of Development, Certification, and Production;
f) Product lines: 3;
g) Portal/Core Tech level: 10.0.8.0.1259;
h) Landmark: 10.0.8;
i) Websphere Application Server (WAS) 8.5.5.11;
j) Java 8;
k) Security is both LAUA and LS10;
l) MF Visual Cobol/Net Express: 2.2.01220;
m) MS Add-ins for multiple General Ledger entries, uploads & queries;
n) Database customization but no windows customization;
o) Database integration includes batch application jobs that moves data into accounts receivable & accounts payable, web calls into MHC Document Express v4.1;
p) RB01 & RB02 custom forms; and
q) Lawson batch jobs are executed from Tidal scheduler jobs.
The WCB requires the Contractor to perform the following:
a) Fully manage the project, including identification and oversight of dependencies on work to be performed by WCB staff;
b) Define roles and responsibilities to improve the WCB's ability to support the migration with its internal IT resources;
c) Identify infrastructure or application remediation needs to ensure the new implementation performs as designed and is configured in a manner that provides full support of any Lawson or third party software components as implemented alone and together;
d) Installation of Infor Lawson Enterprise Financials v10, that supports Windows Server 2019, onto three (3) environments, each consisting of a Lawson and Landmark server;
e) Migration of Lawson Enterprise Financials v10 application configuration and data from SQL Server 2012 to SQL Server 2019, onto the three (3) Windows Server 2019 environments;
f) Train end user WCB staff on Infor Lawson Enterprise Financials for any functional differences, between the current and target version;
g) Provide training on the new platform for developers (API integration), if they exist;
h) Provide completed system documentation of the migrated and upgraded system; and
i) Provide formal transition to production documentation for the WCB's Network & Data Centre staff that will be administering the environments.
j) Configuration and support of the ADFS Server for each environment for user authentication, as LS STS is no longer supported.
k) Installation of InforOS Lite in each of the three (3) Windows Server 2019 environments due to the sunset of Ming.le.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following:
a) Installation and migration of Infor Lawson Enterprise Financials v10;
b) Migration of Infor Lawson Enterprise Financials v10 application configuration and data to Windows Server 2019 and SQL Server 2019; and
c) Experience with project management initiatives.
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
a) Experience with end-user training;
b) Experience with creation of system documentation; and
c) Experience with formal project transition.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided remotely from the Contractor's facilities, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of four (4) months with a preferred start date of June 1, 2023. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to two (2) more months.
