The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Provide search, selection, and recruitment services to assist the WCB's Human Resources department with sourcing candidates, on an "as needed" basis.
The WCB has identified the following potential search, selection, and recruitment steps which Human Resources may require assistance with from the Contractor, on an "as needed" basis:
(a) candidate sourcing;
(b) screening applicants;
(c) testing (psychometric and/or technical testing);
(d) short-listing of qualified candidates;
(e) scheduling interviews;
(f) conducting pre-screen behavioural based interviews;
(g) conducting behavioural based interviews;
(h) conducting reference checks;
(i) conducting background checks; and
(j) negotiating remuneration packages and start dates.
The WCB anticipates multiple Contractors will be contracted with to provide the Services in order to ensure Human Resources has adequate support for all the specialized areas of employment and the ability to respond on a timely basis. The WCB may enter into an Agreement with a Contractor who can only provide a specific component of the Services.
The WCB will expect the Contractor to provide the highest quality candidates to the WCB for the best value through a fair and transparent, competitive procurement process, utilizing a leading procurement practice framework consistent with employee recruitment in the public sector.
The Contractor shall be required to work collaboratively with the WCB's Human Resources staff and the Contractor shall be responsible for the overall management of the Services.
The Services shall normally be provided from the Contractor's facilities with onsite meetings at the WCB's facilities in Winnipeg, Manitoba, as necessary.
It is expected the Contractor will possess, at minimum, the following:
-knowledge and experience with Manitoba's labour market;
-knowledge and experience with behavioural based interviewing;
-ability to perform national candidate searches;
-ability to recruit for specialized positions;
-access to a diverse pool of potential candidates;
-ability to provide the Services on an "as needed" basis in a timely fashion; and
-exceptional communication skills.
Prior knowledge and experience of the WCB's internal operations may be considered an asset, depending on the specific candidate search, selection, and/or recruitment required.
Vendors are encouraged to provide the following details in their Proposal:
-areas of specialties;
-pool of candidates;
-service levels (turnaround time) for WCB requests;
-methods of candidate sourcing, selection, and recruitment;
-applicant screening methods;
-placement guarantee; and
-any value-added services it can provide the WCB.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
Each Contractor will be expected to enter into a standing contract for a five (5) year term.
The Services will be structured with an Agreement that will require the parties to enter into subsequent Statements of Work (collectively the "SOWs").
The exact scope of work for the Services cannot be determined at the time the Agreement is executed because the WCB will only be able to compile the requirements for each candidate search following a specific request for same from the WCB's internal departments. The parties shall agree upon the respective scope of work for the Services, including the applicable fees and deliverables for each candidate, in writing via the SOWs, prior to commencing the Services for a specific candidate search, selection, and/or recruitment.
The Services shall be requested by the WCB on an "as needed" basis and the WCB makes no representation to guarantee any minimum amount of work will be assigned to the Contractor via the SOWs. The WCB may select whichever Contractor it determines is best suited and/or available and/or offers the best value in providing the Services for any particular candidate.
