The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Conduct a compensation salary review for out of scope benchmark positions and make recommendations to update the WCB's compensation structure.
Description of Services
The Contractor will be required to:
a) Create and carry out a custom compensation survey, gathering salary data (base pay and variable pay) and car allowance information for benchmark positions from comparable organizations;
b) Collaborate with representatives from the WCB to identify the appropriate benchmark positions [to a maximum of twenty (20) unique positions] which will yield the best number of matches;
c) Recommend and establish comparable labour markets, including both public and private sector organizations for the compensation survey;
d) Conduct secondary research, such as consulting published salary data, if the custom survey does not yield statistically significant results;
e) Review the WCB's existing salary scale structure in conjunction with the market review, in order to provide recommendations on the appropriate number of pay grades and pay grade progression between levels;
f) Conduct statistical analysis of findings and prepare a comprehensive report that at a minimum includes:
(i) Methodology of the review;
(ii) Market results;
(iii) Quality of the matches;
(iv) Salary data, such as but not limited to, average actual base salary, salary range maximum and variable pay;
(v) Geographic modifier for any comparator groups outside of Manitoba;
(vi) Recommendations for salary adjustments and pay grade structure, to enhance the WCB's market competiveness; and
g) Prepare and present, for approval by the WCB, a detailed project plan of activities including timelines and comparator group.
The Vendor must have experience and knowledge with the following:
-Extensive knowledge and experience in conducting competitive salary surveys for public organizations that will include a variety of positions from Administrative Support to Vice-Presidents;
-Knowledge and experience in building comparator groups with similar profile to that of the WCB;
-Access to and ability to use secondary market data that could be used to expand survey comparison; and
-Project management methodology and tools to support the survey process.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
