Your firm is invited to submit a Proposal for the following: Provide the WCB's IT department with comprehensive EA (Enterprise Architectural) services to address known gaps in IT maturity, increase efficiency, and set a foundation for the WCB's new Digital Modernization Project.
Description of Services
Due to the gap in maturity levels for the majority of EA functions and understanding that it would take years to move the maturity level a full point for all functions operating at low maturity, the WCB has decided to prioritize capability and functions that are most important to build the required foundation for the Digital Modernization Program, provide governance for solution designs, check point reviews for projects, focus on developing the WCB's business architecture, relevant application and technology roadmaps, and required artifacts such as a current state architecture.
The WCB requires the Contractor to realize the following objectives:
a) To develop and execute the narrative for the new EA practice including the value proposition of EA. Creation of metrics to demonstrate the business value of EA and education of the EA services to the WCB's business lines and IT practices.
b) Design of business outcome driven EA approach that is iterative and evolves with the WCB's Digital Modernization Program to deliver measurable outcomes.
c) Creation of a business architecture representative of the WCB's core business capabilities, sub capabilities, services and enabling partners (e.g. Corporate Services, Information and Technology, Human Resources, Finance, etc.).
d) Build of an EA operating model setup to drive digital business outcomes. Operating model to include EA's interaction across IT, lines of business, and corporate strategy. Model must provide best practices in governance for design authority, architecture review board (ARB) and governance differentiation between project delivery and product delivery.
e) Build of a skills inventory for architecture domains, business, application/integration, technology, data and security. Inventory needs to align to Digital Modernization Program.
f) Creation of an EA charter to reflect the scope of the new EA practice, organizational design, processes and mandate. The EA charter should follow the completed work from the objectives listed in a) through e) above.
g) Complete a current state architecture of the WCB's technology landscape inclusive of applications and infrastructure [mapping to capabilities as designed in objective c) listed above]. Build a conceptual target state of the WCB's hosted digital landscape depicting application functionality that migrates to the new ecosystem, identifying applications which need to be replaced or eliminated.
h) Create a right sized EA governance model that allows for rapid development while limiting technical debt.
i) Create and manage a work plan (work breakdown and work/resource plan) to support the aforementioned objectives.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following:
a) Digital Architecture;
b) Security Architecture;
c) Application Architecture;
d) Integration Architecture;
e) Business Architecture; and
f) Data Architecture.
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
a) Creating current state and future state architecture (conceptual and logical);
b) Experience in application portfolio management (application dispositioning both functional and technical);
c) Experience in creating EA charters;
d) Experienced in creating the narrative for a new EA practice and communications to external and internal stakeholders; and
e) Creating a business outcome map for the Digital Modernization Program even in the absence of a corporate strategy.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of four (4) months with a preferred start date of August 22, 2022. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for an additional period of up to eight (8) months.
