The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: WCB staff training to develop a project team related to the WCB's Digital Modernization Program.
Description of Services
The WCB requires the Contractor to package, coordinate, and deliver training to the Digital Modernization Program's internal project team in a boot-camp style format consisting of five to seven (5-7) training days (boot camp may be repeated in the future to train additional staff), covering the following topics and scope of knowledge required:
a) Agile
Most of the Digital Modernization Program initiatives will be very well suited to be implemented using an "Agile" approach. In this situation, staff will fulfill several different roles including, but not limited to, product owner, team lead, team member, etc. Staff need to be familiar with the methodology and their roles and responsibilities within Agile.
b) Software Development Life Cycle (SDLC)
Staff need to be familiar with a high-level breakdown of all the steps involved in software creation. SDLC strategy enables a business to set a tried-and-tested foundation for every software-related project. Review of the phases in SDLC will include planning, requirements, coding, testing, and deploy & monitor. Vendors should describe the various methodologies that are applicable with a focus on Agile- Waterfall, Agile, Lean, Iterative, etc.
c) Scrum
Staff should be familiar with Scrum and understand how it will be used at the WCB. Scrum helps businesses manage change effectively given that it takes an incremental and iterative approach to a dynamically changing environment. It will bring an acceptable sense of urgency by helping teams to remain focused and work to a common set of goals. Scrum allows for on-going progress review, product features, value-add and cost control.
The WCB intends to use the Scrum methodology to manage and create accountability within program streams. Daily scrums will be used to check on programs, raise issues, and escalate concerns. Understanding roles within Scrum is very important for the Digital Modernization Program success.
d) Requirements Gathering and Management:
Requirements gathering is the process of understanding what the individual is trying to build and why they are building it. Requirements gathering is often regarded as a part of developing software applications. Requirements represent the capabilities that will satisfy the product strategy.
WCB internal resources will need to be capable of properly eliciting training requirements as a key competency.
e) Organizational Change Management
Change management is a process of overseeing and facilitating change at any level where it occurs. It is up to management teams to decide exactly how this change will be addressed, develop the process, and how to best execute and apply.
Resources assigned to the training won't have direct ownership over change management of the Digital Modernization Program. However, they need to be familiar with the general concepts.
The training should be in a classroom setting, and can be augmented by online learning modules.
The Successful Vendor will need to work with the WCB to confirm the details of the program structure and content of the staff training.
The WCB will approve the structure and content prior to the delivery of the training.
It is expected the Vendor will possess, at minimum, the following:
a) Three (3) years of experience coordinating and delivering similar type training; and
b) Experienced training facilitators to provide the training who are subject matter experts in all of the five (5) topic areas (Agile, SDLC, Scrum, Requirements Gathering and Management, and Organization Change Management).
In addition to the information listed in Schedule "A" section 8.2, the following information should also be included in the Proposal:
a) Detailed description of methodologies used or approaches taken delivering the training (in-person classroom, virtual, asynchronous, self-directed, blended, etc.);
b) Framework for the delivery of training including:
i. Time allocation/number of days each of the five (5) topic areas will be delivered;
ii. Course outline and expected learning outcomes for each topic area; and
c) References that are provided should be external to the WCB.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Services shall normally be provided via classroom setting at the WCB's facilities in Winnipeg, Manitoba located at 333/363 Broadway. During pandemic public health restrictions, the Services shall be offered virtually via an appropriate virtual platform such as Zoom, WebEx, Adobe Connect, MS Teams. Vendors are expected to indicate in their Proposal their proposed platform for remote learning. The Services shall be provided within a mutually agreed upon time schedule.
It is anticipated that the Services will be required no sooner than September 1, 2023 and that the training will be completed on or before October 6, 2023. However the parties may agree to a different timeline subject to the availability of the instructors and WCB staff. The WCB has an irrevocable option to further extend the term if new staff are identified for the training.
