The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Licensed access to competency-based, behaviour-descriptive interview training that is: asynchronous, on-line and just-in-time, targeted to interview teams, including hiring managers and recruiters.
The WCB requires the Contractor to provide licensed, asynchronous, online training that covers the fundamentals of behaviour-descriptive interviewing techniques for interview panel members that may or may not include additional references and learner resource materials.
The Proposal should include a course outline and learning objectives for the behaviour-descriptive learning and provide an overview of the proposed resource(s) being offered.
In addition to the evaluation criteria listed in Schedule "A", section 9.1 of this RFP, Vendors will also be evaluated on the following evaluation criteria:
a) dependability, and timeliness in providing the Services, including technical support for WCB learners and training administrators; and
b) quality of training, based on trial of proposed behaviour-descriptive interviewing course by three (3) WCB designates.
The Services shall be accessible to WCB learners via web connectivity, in an accessible format, compliant with The Accessibility for Manitobans Act.
Vendors are expected to provide a copy of any user licensing agreement(s) for software that must be licensed by the WCB as part of the Services.
The Services shall provide at minimum, daytime (8:00 a.m. to 6:00 p.m. CST) technical support to WCB learners and training administrators via phone, email, online chat, or other expedient communication methods. Details of technical support access and customer commitment shall be included in the Proposal.
The Services shall provide access to "just-in-time" user reports for the WCB-designated training administrator(s) with the ability to export reports to Excel and/or PDF.
It is expected the Services will be required for an initial period of five (5) years with a preferred start date of June 6, 2022.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided remotely from the Contractor's facilities, as applicable, unless otherwise agreed in writing.
Additionally, a Vendor may provide a list of other courses or resources (with pricing) it can offer related to interviewing techniques and skills that may benefit WCB learners and training administrators. If the WCB determines some or all of the additional courses or resources are of value they may be included in the Agreement.
If other optional courses or resources are included the Services, the WCB may structure the Agreement so that it will require the parties to enter into subsequent Statements of Work (collectively the "SOWs") for the optional courses or resources.
The WCB's preference is that the optional courses or resources can be requested by the WCB on an "as needed" basis with the WCB making no representation to guarantee any minimum amount of work will be assigned to the Contractor via the SOWs.
