The cannabis market continues to rapidly expand in Manitoba. In response to the logistics demands that this has created for producers and retailers, Manitoba Liquor & Lotteries is authorizing short-term limited distribution agreements with qualified organizations until a new long-term cannabis supply and distribution model is developed that is most appropriate to support the evolving market.
Manitoba Liquor & Lotteries will permit a limited number of qualified organizations to enter non-exclusive “cross-docking distribution” partnerships with multiple licensed producers of cannabis for the purpose of minimizing shipping costs, improving access to small, rural, and remote retailers, introducing greater product selection and minimizing issues related to shipping delays, lead times and product freshness.
Under this interim measure, we are issuing a request for qualifications (RFQ) that would allow organizations to apply for a Manitoba Liquor & Lotteries limited distribution agreement. This opportunity is a short-term measure that will allow organizations to form non-exclusive partnerships with multiple licensed producers for cross-docking purposes.
As a licensed producer, if you are using an existing third-party shipper/carrier, you do not need to change and may continue to leverage that service.
Respondents should be aware, however, of the limited time scope of any such arrangement and therefore the total potential utility of entering into such an agreement. Please carefully review the entire RFQ including the transparency statements before responding.
