Invitation to Environmental Consultants
INTENT – Manitoba Infrastructure’s (MI) Highway Planning and Design Branch invites prospective Environmental Consultants to submit a proposal to conduct water quality monitoring, and fish salvage operations for on-site water quality and fish salvage operations to meet federal regulatory requirements for urgent bridge pier repair work on the #1 Trans-Canada highway the crossing the Assiniboine River, west of Brandon, Manitoba. In-water construction work is anticipated to begin in December 2017 and be completed prior to April 2018.
MI has obtained Fisheries and Oceans Canada (DFO) Authorization to conduct in-water emergency repair work. Conditions of the Authorization require water quality monitoring, as per the Canadian Council of Ministers of the Environment’s Canadian Water Quality Guidelines for the Protection of Aquatic Life - Total Particulate Matter, during all scheduled and un-scheduled in-water work activities and fish salvage operations prior to isolating in-water work sites, if required. These services are to be completed prior to various construction activities including temporary work bridge construction, cofferdam construction, and rip rap placement.
Your proposal, if selected, could form the basis for a contract between your firm and MI.
