B3. SITE INVESTIGATION
B3.1 Further to C3.1, the Contract Administrator or authorized representative will conduct
site investigation of the Wilkes South Reservoir Access Building, located at 60 Hurst Way, on the
following date and time:
(a) December 20, 2023, at 10:00am.
B3.1.1 Bidders must register for the Site investigation by contacting the Contract
Administrator listed in D6.1 a minimum of 48 hours in advance.
B3.1.2 The McPhillips Reservoir Valve House site, located at 2001 Gallagher Ave, may be
viewed by Bidders on their own.
B3.2 Attendees are required to wear CSA approved safety footwear while on any City Water
Services property.
B3.3 Site investigation attendees will not be permitted on the roofs at either site,
building measurements, access, and staging areas to be assessed from the ground.
B3.4 Photographs of the existing roof conditions appended.
B3.5 Although attendance at the Site Investigations is not mandatory, Bidders are strongly
encouraged to attend to view the existing Site conditions.
B3.6 Bidders registered for the Site investigation must provide the Contract Administrator
with a Global Sanctions and Politically Exposed Persons (PEP) Check obtained not earlier than one
(1) year prior to the Site investigation.
(a) The Global Sanctions and PEP Check must be obtained from Sterling Talent Solutions. Bidders
will need to setup a Sterling Talent Solutions account prior to requesting individual background
checks. This process should be done 72 hours prior to requesting the first check. The account can
be setup using the following link:

Note that the check will take up to 48 hours to complete. Refer to F1.1.1 of Part F – Security
Clearance for further information.
(b) The results of the Global Sanctions and PEP Check must be received by the Contract
Administrator directly through Sterling Talent Solutions. Bidders must set up an account with
Sterling Talent Solutions directly under their company name and grant Sterling Talent Solutions
permission to share the results of the Global Sanction and PEP Check with the City of Winnipeg.
B3.7 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site investigation unless that information or interpretation is the Bidder’s direct
observation or is provided by the Contract Administrator in writing.
