Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the Port aux Basques Storm Sewer Phase 4 Project.
 
The project is located at the Marine Atlantic Ferry Terminal site in Port aux Basques, Newfoundland.
 
The Work generally includes, but it is not necessarily limited to, the following:
 
Replacement of deteriorated corrugated metal pipe (CMP) with new aluminium and HDPE pipe of equal size. Some of the work will be below low tide. Earlier phases of the storm sewer replacement encountered visual signs of TPH in the soil, and this phase of the work may also encounter this product.  See “Environmental Baseline Summary Report; July 2008” attached.  The Contractor is therefore responsible to plan for the occurrence of TPH impacted materials in both soil and water, taking into account the effect of this material on diving operations. Contractor will be responsible for ensuring appropriate measures are in place to protect their employees in accordance with provisions contained within Federal and Provincial legislation.  Such measures will ensure that appropriate personal protective equipment (PPE) is identified by the Contractor prior to site mobilization.  Contractor will be responsible to ensure that their work activities are carried out in a manner such that where TPH impacted materials are encountered, there will be no risk to the public, MAI personnel or the environment. No extra will be considered for additional effort if contaminated material is encountered.
 
The anticipated method of dealing with soil is to remove and stockpile clean material separately from the TPH impacted material. After placing new pipe and its new bedding material, usable contaminated material is to be placed back in the trench and compacted. After all usable contaminated material is placed in trench the use of uncontaminated material may commence until the subgrade is reached. New type 1 and 2 material shall be utilized above that material.
 
Excavated materials unsuitable for backfill are to be removed and disposed in accordance with applicable regulations and at an approved facility.
 
More particularly the work includes, but is not necessarily limited to, the following:
 
.1      Removal and replacement of existing CMP storm sewer with new corrugated aluminium and HDPE storm sewer.
 
.2      Reinstatement of areas affected by work, including sub-base and granular base fills.
 
.3      Supply and placement of maintenance grade granulars in areas affected by construction until all work has been completed with the exception of final granulars and asphalt.  The cost of maintaining excavations during the execution of the work to the satisfaction of Marine Atlantic will be considered incidental to the contract and no additional payment will be made.  Maintenance granulars required between completion of the storm sewer works and the start of the final asphalt work will be paid on a time and materials basis.  The Contractor shall leave equipment on site for such work or employ local contractors to execute this work.
 
.4      Install new catch basin frames and covers and adjust tops of existing catchbasins.
 
.5      Install new catchbasins / tops as indicated.
 
 
Marine Atlantic reserves the right to accept tenders in whole or in part.  The lowest or any tender will not necessarily be accepted.
 
A site visit will be held on September 20, 2017 at 10:30 AM Newfoundland time at the site in Port aux Basques, NL.
 
The closing for receipt of tenders will be 1400 hours Atlantic Time, September 27, 2017.
 
Proposals must be submitted by electronic means using the MERX EBS.
 
This will be the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email or other open forms of communication.  Proposals must be received by the closing date and hour.  Late Proposals will not be considered.
