Description

Infrastructure Ontario (“IO”) invites firms to submit Proposals for a utility budget advisor.

Background
IO manages one of the largest real estate portfolios in Canada ranging from detention centres, to office space, courthouses, and heritage buildings.

6,200 buildings and structures;
51 million square feet of owned and leased space;
100,000’s acres of land across the province.

IO’s customers are the Ontario government’s 28 ministries and their 640+ agencies, serving 65,000 public servants.

IO manages the utilities budget for approximately 2,000 utility accounts across 550 sites and 1,100 buildings. The utility portfolio is represented by:

Regulated Price Plan (RPP) represents about ten percent (10%) of the electricity usage and eighteen percent (18%) of the cost;
There are fewer than ten (10) large volume gas accounts;
There are eight (8) district supply agreements (mostly chilled water and steam).

IO and its service provider, CBRE Limited (“CBRE”), work together to budget the operations and maintenance expense (“O&M”) for the majority of government owned and operated buildings. O&M costs include cleaning, security, repairs, and the largest O&M cost is the utility expense.

The goal is for IO/CBRE to work together with the utility industry expert who monitors energy markets on a day-to-day basis. More specifically, IO/CBRE want to understand recent/relevant energy rate trends to more accurately prepare future budgets.
