Description

Infrastructure Ontario invites software providers/consultants with knowledge of and experience with P3 payment mechanisms and software development for cost tracking in P3 contracts to submit Proposals for the provision of the Services.

The purpose of this RFP is to procure a system that can record all variances to monthly service payments and maintain a payment schedule for every Government Real Estate Portfolio (“GREP”) AFP project after it reaches financial close.

This system should allow users to update the payment schedule for all changes/amendments or variations on the project that would have an impact on the payment schedule.
The schedule should be able to keep track of the capital, maintenance and lifecycle costs associated with every amendment and variation that is entered into the system, separately with supporting attached documentation.
This system should then be able to forecast the consolidated expected payment schedule for the foreseeable future, taking into account the original project agreement terms and all subsequent changes or inputs entered by authorized users.
