Description

The objective of the RFP is to select a Successful Respondent with the skills, resources and experience required to provide the services outlined in Schedule 1 to the Draft Agreement in connection with the Infrastructure Ontario Construction Insurance Program (“IO-CIP”).
The Successful Respondent will generally fill two complementary roles:

1. Insurance and risk management advisor

In this capacity, the Successful Respondent will guide Infrastructure Ontario and the Sponsors through the public-private partnership (“P3”) procurement processes for all Designated P3 Projects.
The Successful Respondent must therefore make human resources available to the Sponsors who have broad and recognized experience in a number of areas of expertise, including a variety of different P3 models (e.g. build-finance, design-build-finance, design-build-finance-maintain, design-build-finance-maintain-operate, etc.), asset classes and procurement processes, and the financing, construction, maintenance and operation of major, complex infrastructure projects.
The Successful Respondent must provide top-level advice before, during and after each Infrastructure Ontario procurement process, and documentation and reports that are specific to each of the deliverables and the activities leading up to and following the Financial Close of each Designated Project. The Successful Respondent will, amongst other things, also provide ongoing insurance advice on the development of Infrastructure Ontario’s template contract documents, and in respect of each Designated Project through its term.

1. Insurance broker and claims manager

In this capacity, the Successful Respondent will actively work to ensure the IO-CIP insurance coverages are obtained for each Designated P3 Project at the optimum price for the Government of Ontario.
The Successful Respondent will also be responsible for administering the insurance policies that are put in place during the construction phase and any operations phase of each Designated Project, including providing all other related insurance services, such as, without limitation, issuing certificates, conducting audits, and providing claims control, prevention and management services.
