This Request for Proposals ("RFP") is issued by Infrastructure Ontario on behalf of Niagara Health (“NH”, the “Client”, or the “Hospital”). The RFP invites Respondents to submit Proposals to provide facilities management advisory services (the “Services”) for the South Niagara Hospital Project (the “Project”).

The Project is to be procured as a design, build, finance and maintain (“DBFM”) project. Prior to the DBFM RFP issuance, The successful Respondent will provide advisory services to IO and the Hospital on facilities management and life cycle strategies, produce project specific facilities management output specifications (the “FMOS”), which will be integrated into the Project Specific Output Specifications (the “PSOS”) by the planning, design and compliance consultant (the “PDC”), and provide lifecycle and facilities management costing. During the DBFM procurement process, the Successful Respondent will provide technical input and support to prepare DBFM RFP documentation, to clarify, and as necessary amend the FMOS, and to support IO and the Hospital during the evaluation, selection and negotiation processes.
The Successful Respondent will also provide expert service during the project implementation phase and will develop an audit tool for ongoing assessment of the facilities management services of the facility. The staging and services are specifically set out in Appendix A of Schedule 3 - Draft Agreement.

Respondents must submit an executed Non-Disclosure Acknowledgement (NDA) attached as Schedule 6 to this RFP in order to gain access to the additional background information in the secure FTP site Accellion. The executed NDA must be submitted by email in PDF format to the Contact Person identified in Section 3.3(1) below, identifying the name of the firm, contact person’s phone number, and email address that will access the additional background information.
Upon receipt, IO will notify the Respondent by email on how to access the information in Accellion.
Although Respondents will be permitted to submit a Proposal without having signed and submitted an NDA, an NDA must be signed and submitted in order to obtain access to additional background information. IO encourages Respondents to review the additional documents for the purposes of preparing a well-informed Proposal.
