The Successful Respondent to this RFP (the “Supplier”) will provide Commissioning
Consulting Services for the Ontario Provincial Police Modernization Phase Two (OPPM2) Project (the
“Project”) in the capacity of the Contracting Authority Commissioning Agent during the design phase
and construction phase of the Project as well as for a limited period during the post construction
stage.
Refer to Appendix A of Schedule 3 Draft Agreement in conjunction with Schedule 5 -
Outline Commissioning Program (a draft schedule to the Project Agreement between IO (Contracting
Authority) and Project Co) for a full description of required Services.
In implementing the Services, the Contracting Authority Commissioning Agent is required to work
with;
• IO, MCSCS, OPP and the technical advisors (including but not limited to the
Planning, Design and Conformance Consultant team (the “PDC team”)) involving various consultants
for various disciplines; Cost Consultant, (if required).
• Project Co and its contractors, subcontractors, all applicable technical advisors, and
Project Co Commissioning Authority.
• The Independent Certifier who will be mutually appointed by Project Co and IO.
To be considered for this assignment, Respondents must propose an appropriate consulting
team to carry out the assignment; present a strategy to complete the work within the defined
schedule; and demonstrate suitable experience in assignments of similar type, size and complexity.
