The IESO’s Transmission Planning department regularly produces a number of important public-facing documents such as bulk transmission system plans, Integrated Regional Resource Plans (IRRPs), policy guidance documents, and technical reports. Published on the IESO website, these become a source of public information on planning activities for a wide-ranging audience, including local communities, municipalities, industry stakeholders and the general public. They also form the basis for evidence in regulatory proceedings in which infrastructure recommendations are reviewed via a semi-judicial process to determine if they are in the public interest. Accordingly, the documents must include an adequately detailed discussion of the technical studies they describe, while still enabling comprehension amongst a wide range of stakeholders.
The structure and format of these documents has been substantially the same for the last several years and there is an opportunity to review and update them to improve their readability; ensure general consistency (while recognizing that a certain degree of customization will remain necessary); and streamline their development (e.g., through the creation of standard templates). Likewise, as new public-facing documents are written or updated by the IESO, there is an opportunity to improve the development process and create better documents with the support of an experienced technical writer who can provide services on an as-needed basis.
Through this RFP, it is the intent of the IESO to enter into an Agreement with a single Service Provider to provide technical writing and substantive editing services as further described in the RFP. Interested parties should note that this opportunity is only open to Canadian Businesses (as defined in the RFP).
