This Request for Proposals ("RFP") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of Retrofit Program Delivery Services in one or more of four regions as further described ‘Appendix C’ – Information & Requirements, for a period of three (3) years. The IESO may, in its discretion, extend this three-year period for a period of time up to one (1) year.
The IESO is seeking one qualified Service Provider, per Geographical Region, to provide a turn-key solution for the delivery of the Retrofit Program to eligible Participants and to achieve the Geographical Target. To meet the IESO’s objectives, Service Providers must be able to deliver the following services:

- Application Review and Approval Services: The objective of Application Review and Approval Services is to assess whether submitted Applications are eligible in accordance with the Program Requirements, to confirm the accuracy of Demand Savings and Energy Savings estimates and to approve or reject the Applications accordingly. If the Service Provider approves an Application, this results in a Participant Agreement between the IESO and the Participant, which commits the IESO to pay Participant Incentives pursuant to the terms and conditions contained in the Participant Agreement. The Service Provider will also approve or reject the Participant Incentives in accordance with the terms of the Participant Agreement upon review of the Post-Project Submission. Subject to the terms of the Agreement, the IESO will provide the Service Provider with a Geographical Participant Incentive Budget for each Geographical Region, which the Service Provider will be able to allocate to Participants on the IESO’s behalf through the Pre-Approval of Applications and Post-Approval of Post-Project Submissions and associated incentive invoices.
- Outreach and Support Services: The objective of Outreach and Support activities is to represent the Save on Energy brand and develop a positive experience for Participants and prospective Participants to the Retrofit Program, as well as to drive the level of participation required to achieve the Geographical Target. The Service Provider will build relationships with active and potential Applicants, Applicant Representatives, Participants and Energy Efficiency Product Suppliers, help to identify potential energy efficiency Projects and to provide ongoing support through the Application Pre-Approval, Project implementation, Post-Project Submission and Post-Approval processes. The Service Provider is also expected to have the infrastructure and processes to support potential Applicants, Applicant Representatives, Participants and Energy Efficiency Product Suppliers with inbound Program inquiries.
- Other Retrofit Program Delivery Services: The Service Provider is expected to undertake Other Retrofit Program Delivery Services to support the IESO’s objectives in delivering the Retrofit Program. Additional tasks include regular reporting to the IESO on Project pipeline and budget management metrics, Retrofit Program management meetings, and may include such activities as recommending Retrofit Program design or operational changes to the IESO based on identified best practices, Evaluation, Measurement and Verification (EM&V) results or information from other jurisdictions. The Service Provider is also expected to coordinate with other IESO suppliers, including the Retrofit Support Supplier.
