This Request for Proposals ("RFP") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of the services and deliverables relating to the proposed sale of Clean Energy Credits (CECs) by the IESO, described in Appendix C of this RFP (the "Services"), during the period of time described in Appendix C of this RFP.
In January 2022, the Minister of Energy asked the IESO to research and report back on the design of a clean energy credit registry. The Minister of Energy has since passed amendments to the Electricity Act, 1998, SO 1998, c 15, Sch. A and regulations that require the IESO to make certain Ontario Environmental Attributes that it owns available for transfer.
The IESO is seeking a Service Provider to provide brokerage services for the sale of IESO-owned Clean Energy Credits (CECs). The IESO is targeting to make available 2.5 million CECs for sale throughout Ontario in each calendar year, starting 2023. The current intention of the IESO is to make more CECs available for sale in subsequent years in addition to the 2023 baseline of 2.5 million CECs. Circumstances may arise where less than 2.5 million IESO-owned CECs are made available for sale.
