BACKGROUND:
The purpose of this ACAN is to provide public notice indicating to the supplier community that Hôpital Montfort (Herein after, HM), intends to award a service contract to Johnson Controls Canada LP (herein after, JCCLP) for the Annual Digital Command Control & Pneumatic Maintenance.
HM is equipped with Johnson Controls' Metasys Building Automation Software (BAS). This system includes a network of computer controllers distributed throughout the Hospital. It monitors and controls more than 34,000 objects connected to the heating, ventilation and air conditioning (HVAC) and electrical systems. The Metasys system controls temperature, humidity, pressure, control of air and water flow rates, and critical alarm points to ensure occupants, facilities, and critical areas of the building are maintained under the conditions laid down. In addition, the system is responsible for implementing energy management strategies within campus systems to minimize energy costs.
PROCESS:
Before awarding the contract HM would like to allow other potential suppliers to signal their interest in bidding and demonstrate they are capable of satisfying the requirements by submitting a Statement of Capabilities within the 15 calendar day posting period. If no other potential supplier submits a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Suppliers who considers their equipment to be system functional, fully compliant, readily available with the extra services of a full time technician, may submit in writing a statement of specifications to the contact person identified in this ACAN. In the statement of specifications, the supplier must unequivocally demonstrate how their services, equipment, at minimum, equals, or exceeds the stated requirements.
If no other supplier submits a statement of specifications, on or before the closing date of this ACAN, the competitive requirements of Montfort Hospital will be considered having been met.
