Hôpital Glengarry Memorial Hospital (HGMH) is seeking proposals for the replacement of its parking control gates and parking access control equipment, card reader and pay system. The goal of the Hospital is to provide a user friendly experience for patients and visitors while entering and exiting the parking areas through a centrally controlled parking software solution and pay system.
Important to the Hospital’s review is the durability, reliability, ease of use, quality and reputation for customer service and technical support. The proposal shall include complete specifications/shop drawings and details for the equipment proposed as per Exhibit A. Any deviation must be noted and a brief explanation is encouraged.
General requirements
A. Supplier will provide all equipment and services related to the design, installation, setup, testing and maintenance of an integrated access and revenue control system for the Hospital, specifically:
1. Entry Lane (West, ER, East and Truck):
a. Four (4) Ticket dispenser on entry
b. Four (4) Gate arm
c. Vehicle detection loops
d. Modifications to concrete, guardrails, and painting where necessary
e. Low voltage electrical wiring
f. Electrical conductors powering the equipment
g. Communication wiring
h. Video Surveillance for each gate arm
i. LED Lighting at each gate arm
2. Exit Lane (West, ER, East and Truck):
a. Four (4) Vehicle pay stations
b. Four (4) Pedestal mounted card readers
c. Four (4)VoIP intercoms
d. Gate arms
e. Vehicle detection loops
f. Modifications to concrete, guardrails, and painting where necessary
g. Low voltage electrical wiring
h. Electrical conductors powering the equipment
i. Communication wiring
j. Video Surveillance for each gate arm
k. LED Lighting at each gate arm
3. Lobby (Main and Pool):
a. Two (2) remotely video-monitored Pay on foot (POF) stations with cash, credit card, and debit card payment options
4. Parking software:
a. Centrally controlled network software which permits the Hospital to override for special events and to prevent parking backups
b. Isolated card enabled access – user groups include: client/visitor parking (system to include grace and transit time), multi-day passes and permit parking for employees
c. Remote management and VPN capability by computer or phone
d. Compatible with the Hospital’s current access cards (HID)
e. Software to be capable of supporting video surveillance equipment
5. Preventative maintenance and warranty agreement by supplier (Submissions requiring 3rd party service will not be considered). Vendor must offer a maintenance agreement that will cover all system hardware and software support. This should include troubleshooting, installing upgrades, training and routine checks to achieve maximum performance. Vendor shall provide a toll-free phone line with a Maximum 4-hour target turnaround, Monday-Friday between the hours of 8:00AM and 7:00PM Eastern time
6. All proposed equipment and system components MUST be compatible and capable of reading access cards currently being used by the hospital.(HID)
B. Supplier will provide all the necessary civil, electrical, mechanical and administrative and technical services as well as equipment and other hardware necessary to deliver a fully functioning system. This includes, but is not limited to: equipment movement and installation, installation of water tight conduit/piping, properly sized electrical conductors and low voltage cable, construction of one concrete island, wire terminations, training, testing, programming, set-up services, software and licenses.
C. The system must be a complete new turnkey solution. No part of the currently installed system will be reused in the implementation of the proposed system. The supplier will remove and turn over all old equipment to the hospital as part of the phased installation of new equipment.
