The Workplace Health, Safety and Compensation Commission (“WorkplaceNL”) is inviting prospective Applicants to submit proposals for the provision of an Enterprise Resource Planning (ERP) application, along with professional services to provide implementation and integration services. The preference for WorkplaceNL is to implement a cloud-based ERP solution, but consideration will also be given to the acquisition and implementation of an on-premise solution. The expectation is that a phased approach to implementation will be adopted with the highest priority assigned to replacing the existing JD Edwards system in the Finance department. This will involve implementation of interfaces to several critical operational systems. There is also an expectation that the data will reside in Canada.
The ERP solution must include the following financial management functionality: general ledger, accounts payable, accounts receivable, purchasing/receiving, budgeting/financial planning, vendor management, and fixed asset/amortization tracking. The other functionality required relates to the implementation of the interfaces and data conversion. Furthermore, there will be requirements for operational reporting, business intelligence, and data extraction capabilities. The expectation is that the ERP solution will be compliant with the tax and audit requirements of WorkplaceNL, and be scalable to meet growth requirements of the organization.
The ERP solution must also include the following human resource functionality: payroll and compensation, position management, attendance management, performance management and development training, occupational health and safety/disability management and self service. There will also be requirements in human resources for operational reporting, business intelligence, data extraction capabilities, data conversion from existing systems and interfaces with other applications. The ERP solution must provide the functionality required to implement the requirements of the collective agreement, as well as, compensation policies of management, union employees and contractors.
WorkplaceNL plans to enter into a contract with a single provider for these services. Initially, the contract will be for a two month term in which the Applicant will work with WorkplaceNL to complete a detailed assessment and demonstrate that the proposed application contains the functionality required to meet the core financial and human resource requirements of the organization. Upon completion of the project assessment by the Applicant, WorkplaceNL will evaluate the results and determine any new contract requirements for subsequent phases as more particularly described in Section 2.3 Scope of Work. WorkplaceNL reserves the right to decide not to proceed with the project or any part thereof or seek an alternate solution and/or provider to obtain some, or all, of the functionality included in each phase depending on the outcome of the assessment for that phase. Furthermore, WorkplaceNL reserves the right to issue a separate RFP to obtain professional services to provide implementation and integration services.
It is the expectation that the implementation of the ERP solution will be completed within three (3) years. In the case of a cloud-based solution, the term of the service level agreement will be for a period up to five (5) years. WorkplaceNL will, in its sole discretion, have an option to extend the Agreement for an additional term of up to five (5) years on the same terms and conditions. Should needs be identified or conditions change during the original Agreement, the needs and/or conditions may be addressed in the Extension Agreement.
