The Contracted Supplier will complete a review of the Long Term Care and Personal Care Home Programs in Newfoundland and Labrador. To gain additional insights and information, the review will include various stakeholder consultations including residents and families, those with lived experiences, the workforce, service providers, operators, experts and the public. Broadly the Contracted Supplier will be responsible to: (a) support the Expert Advisory Panel to complete all aspects of the review; (b) complete a current state analysis, supported by metrics, of the existing health care delivery model for those living in residential care settings across the Province; (c) complete a jurisdictional scan and literature review of leading or best practices in residential continuing care to ensure recommendations are impelled by evidence; (d) design and implement a comprehensive stakeholder engagement plan; (e) work with local stakeholders to access and analyze LTC and PCH data and other relevant health system administrative data sets; (f) complete a detailed analysis of financial and human resource structures to determine the capacity to support and improve existing services; (g) work with the Department of Health and Community Services and other relevant stakeholders to understand and consider all adjacent work underway or planned that may potentially impact recommendations arising from the review; (h) synthesize all data into themes, provide a summary of current state, and identify opportunities for improvement related to quality of care for residents, quality of life, staffing models, and staff work life; (i) in consultation with the Expert Advisory Panel, provide recommendations based on leading evidence and stakeholder feedback with consideration to financial and change management implications; and (j) submit a final report including a comprehensive gap analysis, supported by metrics, outlining current state, recommendations for improvement, budget implications and an implementation plan which outlines risks and enablers to implementation.
