Secure Ballot Printing Services

To help meet its statutory requirements, Elections Ontario has issued a Request for Supplier Qualifications (RFSQ) for the purpose of creating a Vendor of Record (VOR) and entering into Master Services Agreement (MSA) with multiple Vendors on a Regional basis, to provide Secure Ballot Printing Services.
To ensure Elections Ontario will have the capacity to print enough Ballots for the 2018 General Election, Elections Ontario has divided the province into eight (8) Regions. Each Region has been assigned a varying number of Electoral Districts based on their geographical location. It is Elections Ontario’s intention to qualify multiple Vendors in order to service all of the province’s 122 Electoral Districts in a timely manner during an Election Event.
The scope of the required Deliverables may include, but is not limited to:
1. Secure Ballot Printing and Packaging
2. Secure Shipping Services
3. Secure Destruction of scrap Ballot Paper
4. Secure Warehousing Services (Ballot Paper/Printed Ballots)
Out of scope of the required Deliverables may include, but is not limited to:
1. Ballot Paper (to be provided by Elections Ontario)

Proponent submission must be uploaded to the Bonfire Portal and submitted prior to the Closing Time of November 7, 2017 2:00 PM EDT. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission. Proponents will receive a confirmation receipt once all documents have been submitted.
