Project Description:
To help meet its statutory requirements, Election Ontario is issuing this RFP to select a Vendor for the purpose of procuring Hardware, and related services and deliverables, as described in this RFP (collectively, the “Connectivity Services”) to be used in provincial and other elections.
Elections Ontario is looking for Connectivity Services that include the following:
Returning and Satellite Office: Interim Internet Connectivity Once the Writ has been issued and an election is called, Elections Ontario must establish approximately 166 offices (Returning Offices and Satellite Offices) for the duration of the Election Event. These offices will have DSL installed but it could take up to two weeks before installation is completed. The offices require an interim wireless Internet connection in place to bridge the time until DSL connection is established.
Voting Location Internet Connectivity: For the 2018 General Election, Elections Ontario will be deploying technology to voting locations, in the form of Electronic Poll Books. Approximately 4,700 voting locations situated across the province will be running the Electronic Poll Books. In order for the Electronic Poll Books to function they require a simple-to-deploy wireless device that provides Internet connectivity while also serving as an access point for a WLAN.
Simulation/Mock Election Support: Elections Ontario will be conducting a simulation of an election. The scope includes testing of election processes and deployment of hardware that will be used in the 2018 General Election. The simulation will be held in four (4) electoral districts and will consist of 80 polling locations total. The simulation will run for approximately one week in November 2017.
Testing Lab: Elections Ontario will be running a testing user acceptance lab. The lab will simulate voting locations and will test the connectivity with the ePoll Book software.
Lease Program: After the 2018 General Election, Elections Ontario will be looking to lease the mobile devices to Publically Funded Organizations (PFOs) across Canada for elections purposes.
