Description

This Request for Proposals ("RFP") is an invitation to prospective proponents to submit proposals for the provision of a Corporate Identity and Access Governance Solution as further described in Part 2 – The Deliverables (the “Deliverables"). This RFP is issued by eHealth Ontario.
This request is for Phase 1 only which includes Deliverables set out in section 2.5 of the RFP document.

Automate the creation and/or termination of Users’ primary account by electronically linking human resources and procurement systems to the in the Identity Book of Record (IBoR).
Associate existing personal secondary accounts for the in scope systems to the primary account to ensure a consolidated view of a User’s access and the correct account status in the IBoR.
Associate any existing personal privileged accounts for the in scope systems to the primary account to ensure a consolidated view of a User’s access and the correct account status in the IBoR.
Develop Users’ basic roles to assist with the on boarding and off boarding of users.
Automate the creation, termination, and/or locking of users’ personal secondary accounts and personal privileged accounts for the in scope systems, based on the User’s status maintained in the proposed solution.
Automate the provisioning of basic roles for the in scope systems.
Create a Remedy ticket and assign it to the correct queue, for out of scope systems for basic roles.
Generate real-time reports for Users showing the Users’ consolidated access (all accounts and their entitlements) for the in scope systems.
Facilitate audit and threat intelligence, via reports on User’s access, changes in access and lifecycle management activities.
Automate periodic access attestations by manager to review and certify User’s access for the in scope systems. Attestation must require no desktop client and be available from inside eHealth Ontario network.
Reconcile access attestation (removal of any access revoked by manager) for the in scope systems.

Proponents are invited to bid on one or both of the two options for Managed Services in which the requirements are the same:
Option #1 – Single-Tenant hosted off premise
Option #2 – Multi-Tenant hosted off premise
