RFP2017-P00458 - Fairness Commissioner Services

eHealth Ontario requires the services of a fairness commissioner who will provide services on an as needed basis. 
The services include but may not be limited to the following:
 

1. Observing and monitoring the procurement process, providing a “checks and balances” role to confirm/validate the integrity and completeness of the process.
2. Working with the project sponsors and procurement team.
3. Establishing a framework for defining and monitoring the integrity of the procurement and evaluation processes and for providing advice to enable eHealth Ontario to remain consistent with the established framework.
4. Conducting thorough reviews of each of the steps undertaken by the procurement team – including strategy that resulted in the procurement process, the solicitation document, the evaluation processes and selection criteria.
5. Reviewing documents submitted in response to request for proposals, request for services or any other procurement request documents.
6. Observing and monitoring the evaluation processes.
7. Advising on any challenges or issues that may arise during the procurement process.
