Deltera Inc. and their development partner Toronto Community Housing Corporation (TCHC) are seeking a transportation engineering consultant to assist in seeking rezoning approvals for a bold new vision for Phases 4 & 5 of the Regent Park revitalization in Toronto, Canada. Now in its 14th year of active construction, the revitalization project continues to be a successful example of a multi-phase urban redevelopment. Phases 4 & 5 are the final two phases of the project.
Deltera and TCHC are committed to designing a community that enhances resident’s quality of life, strengthens local economics, reduces crime, and improves overall health and well-being. Respondent teams are to familiarize themselves with, and carry out works associated with the Regent Park Phases 4 & 5 lands, in alignment with TCHC’s Confronting Anti-Black Racism (CABR) Strategy attached herewith as Appendix E. The Transportation Engineering consultant will be responsible for the following key components:
Transportation Engineering Services:
a) Review applicable polices, plans, regulations and standards and identify
opportunities to pursue zoning by-law amendments but also identifying the risk
associated with these changes based on professional expertise;
b) Collaboration with the design team in the preparation of the vision plan, in that the
transportation consultant will review and comment on drafts concepts with respect
to:
o road requirements and configuration;
o access and circulation;
o loading;
o waste management;
o truck turning movements/diagrams;
o parking requirements; and,
o bicycle parking requirements.
c) This task of reviewing and contributing to the master plan will be an iterative
process that will extend from the initiation of the transportation consultant’s work
through to the submission of the zoning by-law amendment application in
December 2021 as well as in the period of revising the plan to respond to
comments;
d) Prepare the following studies, in accordance with City requirements (refer to
Appendix B):
o Loading Study;
o Parking Study;
o Traffic Operations Assessment;
o Transportation Impact Assessment;
o Underground Garage Plans;
o Bicycle Infrastructure;
o Waste Disposal Facilities; and,
o Applicable Toronto Green Standards.
e) Coordinate with the planning consultant regarding parking and loading
requirements to be included in the draft zoning by-law amendment prior to
submission and leading up to approval.
The description of transportation services above is to be used as a minimum guide and does not alleviate the respondent of the responsibility to also carry out other work according to conventional good and current industry practices. Work items not included in this scope but anticipated by the respondent should be clearly identified and listed, with fee(s), as an attachment to the respondent’s submission response.
