Defence Construction Canada (DCC) – ES22SLAE_79975KN – Request for letters of interest for the Quick Response Multi-Discipline Architectural and Engineering Consultant Design Services Source List at CFB Esquimalt, British Columbia.

In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of British Columbia, Defence Construction Canada (DCC) is seeking to establish a list of Architectural and Engineering consultant firms interested in providing low dollar value professional services to meet DND requirements at CFB Esquimalt, British Columbia on an as and when required basis.

Lists for the following professional services will be established:

Multi-Disciplinary Architectural and Engineering
Structural Engineering
Mechanical Engineering
Electrical Engineering

This MERX Advertisement is for the Quick Response Multi-Discipline Architectural and Engineering Consultant Design Services Source List (ES22SLAE).

Only firms with offices located within a radius of 50 km of CFB Esquimalt Dockyard (located in the Township of Esquimalt, B.C.) will be considered for inclusion on the list.

Commissions are expected to be valued between $5,000 to $75,000 and should not exceed $100,000. The total amount of opportunities under each professional source list will not exceed $500,000 in value over the life cycle of the list. However, this is not a commitment by DCC to spend this or any amount.

The list is expected to remain in place for a period of two years. DCC reserves the right to suspend or extend the use of the list at any time. The firms wishing to be included in the directory must indicate their interest on the response form.

Submissions
Firms interested in being considered for this list are asked to submit their interest by submitting the RESPONSE FORM by the Closing date/time indicated in the MERX Electronic Bidding System.

Security Requirements:
There are no security clearance requirements required for inclusion on the source list. However, firms are advised that some commissions may require clearances issued through the Canadian Industrial Security Directorate (CISD), Public Service and Procurement Canada (PSPC). Firms are highly encouraged to obtain their Designated Organizational Screening (DOS) security clearance status from CISD/PSPC.

For opportunities containing security requirements, DCC will invite from the Source List the next firm in rotation that holds the required security classification/clearances.

DCC reserves the right to initiate commissions with a higher industrial security clearance requirement if required.

Call-up Process:
Firms will be selected on a rotational basis and invited to confirm they have the qualifications needed to meet the requirements of the opportunity. Once DCC is satisfied that the firm’s qualifications are acceptable, DCC will attempt to negotiate an agreement for the services with the firm. If an agreement cannot be reached, DCC will have the sole right to terminate negotiations at its discretion and will restart the process with the next firm on the rotation.

The Consultant and its key personnel shall comply with all laws, codes, and municipal regulations applicable to the design and, where applicable, shall review the design with the appropriate public authorities for the purpose of applying for and obtaining consents, approvals, licenses, and permits required for the contract.

This opportunity is not subject to trade agreements.
