HX210015, Assessment of Activities to Identify Safety Hazard, Environmental Aspects and Determine Risk
Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements for CFB Halifax, Nova Scotia.
The Consultant will be required to provide “as and when required” consulting services to identify safety hazards, environmental aspects and determine risk for the Royal Canadian Navy’s (RCN) activities, operations, products or services. The Consultant will be required to provide qualified safety and environmental personnel to support completing Conduct Hazard and Aspect Identification and Risk Assessment (HAIRA) services.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score.
The Security Requirements for this project are identified in the RFAP Documents.
The SOA will be for a period of one (1) year with a maximum estimated value of $ 600,000.00. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to four (4) additional one (1) year period and increased in the order of $2,000,000.00 at any time. Call-ups under the SOA are expected to be valued between $ 30,000.00 and $ 50,000.00; the maximum value of a call-up under the SOA is $ 100,000.00. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
The selected consultant will be required to hold a valid Facility Security Clearance (FSC) at the level of SECRET, issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the RFAP documents.
