Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential contract with anticipated security requirements to provide interested contractors an opportunity to begin the sponsorship request process for potentially obtaining the required security clearance(s) that are anticipated. Note that there is no guarantee that this contract will proceed or that any security clearance(s) will be granted under the sponsorship process in a timely fashion or otherwise.

Description of the Project and services
Masset Building 50 located at Haida Gwaii, BC is currently needing the electrical distribution equipment/systems replaced and upgraded. The updated electrical distribution will include all primary, secondary, and low voltage systems in the building.

The following is a list of services that may be required related to interior and exterior work to upgrade the Electrical Distribution system of the Masset 50 building:

Installation of new exterior Transformer with concrete vault.
Re-routing of existing primary power cables in new installation of U/G concrete encased duct bank to feed new exterior transformer.
Installation of secondary cables in direct buried conduit, running from new exterior Transformer to Building's new service entrance equipment.
Demolition of the existing Storage Room and overhead platform in the Main Electrical Room. Removal of existing head-end distribution equipment including: Main Switchgear Unit, indoor Transformer, Main Switchboard, Automatic Transfer Switch.
Installation of new equipment and replacement of existing UPS with new UPS system with external maintenance bypass. New UPS system shall reuse the existing UPS Batteries.
Replacement of existing Motor Control Centre with new unit.
Replacement of indicated Sub-panels and distribution equipment on multiple building levels.
Removal of the existing indoor generator set together with associated control cabinets, remote radiator, associated cooling fluid piping, indoor fuel oil tanks and fuel oil piping.
Provide new indoor generator set (with built-in control and sub-base diesel fuel tank) together with remote radiator and associated cooling fluid piping and expansion tanks including diesel sub-base fuel tank.
Scope of work also includes provision and installation of an exterior temporary Genset by Electrical Contractor. Temporary Genset to provide power to system during construction as indicated in the Construction Phasing Plan.
Removal of combustion air louver and replace it with new c/w motorized damper.
Excavation to install new Electrical infrastructure then reinstate re-instate surface(s) to match or exceed existing conditions (asphalt, curb, surface gravels, etc.).
All cutting, patching and painting of existing walls, floors and ceilings.
Restore existing building walls, ceilings, floors and finishes to matching existing condition where marred and/or damaged as a result of this work.
Reinstate all areas affected by site work to match existing grades and conditions.
Installation of concrete housekeeping pads at the equipment and generator locations as required.
Installation of the new openings into the existing wall constructions.
Inclusion of ITA BC Certified Installer to complete the installation and withdrawal of fuel tank systems.
Clean up and disposal of materials from the site; and
Commissioning and hand over.

The estimated value of this work is in the order of $2,000,000.

It is anticipated that this solicitation will be initiated in approximately October 2022. This is conditional on the contract receiving approval to proceed by the Department of National Defence (DND).

Contract Award and Anticipated Security Requirements
In order to be eligible for contract award, a contractor will be required to, among other things, actively hold all required security clearance(s) at the time of closing, as further detailed in the tender documents.

As of the date of posting of this Advance Procurement Notice, the required security clearance(s) are anticipated to be:

For contractors: a valid and active FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET granted or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

Industrial Security Program (ISP) Sponsorship
Defence Construction Canada (DCC) is providing contractors early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, contractors that are interested in submitting or participating in a bid for this procurement that fall under this program and that do not actively hold the above identified security clearance(s) should begin the security clearance application process by applying through DCC’s ISP.

Under this program, DCC may provide preliminary assistance with the security clearance sponsorship process.

To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements.

In their sponsorship request application to DCC, contractors are asked to quote the following information, among other things:

Contract number ES003051 (Amendment 1) ; and
Level of clearance requested to be sponsored for.

Sponsorship Process
Upon receipt, DCC will review the sponsorship request application and will communicate directly with the contractor to complete a sponsorship request package. Once DCC has determined that the contractor has substantially completed the sponsorship request package, DCC will forward the package to the CSP, PWGSC on behalf of the contractor based on the following timelines:

60 calendar days prior to planned tender closing, for FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET.

Following receipt of the sponsorship request package, the CSP, PWGSC will communicate directly with the contractor regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the contractor will need to cooperate with the CSP, PWGSC in a timely fashion to further the process.
