Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice for upcoming projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that the projects will proceed.
Description of the projects
Projects may include, but is not limited to, any new construction of the Department of National Defence (DND) infrastructure, demolition and removal of DND infrastructure, maintenance of DND infrastructure, in support of Canadian Forces operations.
It is anticipated that the following procurements will be put in place during the period between February 1st, 2022 and March 31, 2022. This is conditional on the project receiving approval to proceed from DND.

- Acoustical Services for Altair Lab, DRDC Valcartier
The total value of the program is estimated at $3,000,000.00, with contracts generally valued between 25,000$ and 2,500,000$.
Services Description
The program will consist of construction and consultant projects that may include, but are not necessarily limited to the following:
- Work to bring buildings up to standards (Electrical, mechanical, architectural and structural);
- Renovation of buildings and modernisation of premises, interior finishes and bathrooms;
- Building envelope, roofing, masonry, doors and windows repair work;
- Replacement of transformers, electrical distribution systems, generators, lighting, high voltage distribution lines, grounding and lightning protection systems;
- Installation and compliance of fire alarm and control systems;
- Installation and compliance of ventilation, air conditioning;
- Replacement and upgrading of water heaters, mechanical tanks and storage tanks for petroleum products;
- Construction, rehabilitation and repair of paving, parking lots, bridges, roads and roadways;
- Repair and replacement of water, sanitary and storm sewer systems.
Additional technical services can also include, without being limited to:
- Design studies;
- Qualitative trials.
Security Requirements
For this program, Consultants/Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Consultant, contractor, subconsultant and subcontractor personnel MUST NOT take CLASSIFIED information away from the work site; and consultants, contractors, subconsultants and subcontractors must ensure that their personnel are aware of and comply with this restriction.
Process
Consultants/Contractors, sub-consultants and sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors Consultants/Contractors, sub-consultants and sub-contractors are asked to submit their request prior to March 31, 2022 quoting the following information:
- Contract number DVPROG2018-19 ; and
- Level of clearance requested to be sponsored for.
